Perspectives on access to the University for All Program: gender and race in the distribution of scholarships between 2005/2016

Resumo: | The objective of this article is to investigate how certain public policies in the scope of Education at a higher level are impacting on access to it, notably with regard to the composition of gender and race, in parallel to the regions in Brazil. Within this set of policies, we studied the databases made available by the Federal Government on the University for All Program - PROUNI from 2005 to 2016, with regard to the occupation of scholarships. We combine this empirical dimension with the theoretical proposal of Gerth and Mills, in which six guiding questions must be answered for any analysis of social change. We observed that the PROUNI policy between 2005 and 2016 expanded access to higher education in the perspective of social change in relation to the groups that access it. On the one hand, we see that there is a prevalence of women over men in accessing scholarships at private universities. On the other hand, when we look only at the grants awarded to women, we see a backlog of inequality that still remains. When we see the composition of race, we perceive the inequality in an even stronger character, especially when we have in mind the southeast and south regions. White women predominate in practically all Brazilian regions, in a historical process in which this process has been reducing, although in certain regions such discrepancy is accentuated. |

Dentro de este conjunto de políticas, se estudiaron las bases de datos puestas a disposición por el Gobierno Federal sobre el Programa Universidad para Todos - PROUNI de 2005 a 2016, en cuanto a la ocupación de becas. Combinamos esta dimensión empírica con la propuesta teórica de Gerth y Mills, en la que deben responderse seis preguntas orientadoras para cualquier análisis del cambio social. Observamos que la política PROUNI entre 2005 y 2016 amplió el acceso a la educación superior en una perspectiva de cambio social en relación a los grupos que acceden a ella. Por un lado, vemos que existe una prevalencia de mujeres sobre hombres en el acceso a becas en universidades privadas. Por otro lado, cuando miramos solo las subvenciones otorgadas a las mujeres, vemos un atraso de desigualdad que aún permanece. Cuando vemos la composición de la raza, percibimos la desigualdad con un carácter aún más fuerte, sobre todo cuando tenemos en cuenta las regiones sureste y sur. Las mujeres blancas predominan en prácticamente todas las regiones brasileñas, en un proceso histórico en el que este proceso se ha ido reduciendo, aunque en algunas regiones tal discrepancia se acentúa.O objetivo deste artigo é investigar como determinadas políticas públicas no âmbito da Educação em nível superior, estão impactando no âmbito do acesso ao mesmo, notadamente no que se refere à composição de gênero e raça, em paralelo às regiões no Brasil. Dentro deste recorte de políticas, estudamos os bancos de dados disponibilizados pelo Governo Federal sobre o Programa Universidade para Todos – PROUNI no período de 2005 a 2016, no que se refere à ocupação de bolsas. Conjugamos esta dimensão empírica à proposta teórica de Gerth e Mills, na qual seis questões norteadoras devem ser respondidas para qualquer análise sobre mudança social. Observamos que a política do PROUNI entre 2005 e 2016 ampliou o acesso ao ensino superior em perspectiva de mudança social em relação aos grupos que o acessam. Por um lado, vemos que existe uma prevalência de mulheres sobre homens no acesso às bolsas nas universidades privadas. Por outro, quando observamos apenas as bolsas concedidas às mulheres, verificamos um lastro de desigualdade que ainda permanece. Ao vermos a composição de raça, percebemos a desigualdade em um caráter ainda mais forte, sobretudo quando temos em mente as regiões sudeste e sul.
