Mapping of solid waste management plans in central cities of metropolitan regions of Paraíba

Resumo: | Introduction: The growing population and urban expansion had as its main consequence, an exponential growth in the use of natural resources, and along with the increase in this consumption, comes the increase in the generation of Urban Solid Waste (USW), and inadequate disposal, being a very serious damage to the environment, aggravating the country's socioeconomic situation in several ways. Objective: We sought to present a mapping of the Solid Waste Plans (SWP) used in the central cities of each Metropolitan Region in Paraíba, within the legal context, identifying the typology of plan, the form and time of management adopted by each municipality surveyed. Method: The documentary study, with an exploratory and descriptive approach, took place in 2022 in the central cities of the 12 metropolitan regions of the state of Paraíba. Data were collected by consulting the official websites of each central city, solid waste plans, legislation and administrative documents, in addition, a structured questionnaire was applied electronically to the bodies responsible for waste management. solids, in order to obtain information about the type of plan, form of management and implementation time. Results: The results showed that since the enactment of the National Solid Waste Policy (NSWP) there are still central cities without the construction of a SWP. Conclusion: The research found that there are advances in most of the municipalities surveyed, but there is a need for some municipalities to improve their management policies, since it is up to the local government to prepare municipal solid waste plans, individually or in partnership with other municipalities, through solutions consortium. |

Objetivo: Buscamos presentar un mapeo de los Planes de Residuos Sólidos (PRS) utilizados en las ciudades centrales de cada Región Metropolitana de Paraíba, dentro del contexto legal, identificando la tipología de plan, la forma y el tiempo de gestión adoptado por cada municipio encuestado. Método: La investigación documental, con un enfoque exploratorio y descriptivo, se llevó a cabo en 2022 en las ciudades centrales de las 12 regiones metropolitanas del estado de Paraíba. Los datos fueron recolectados mediante la consulta de los sitios web oficiales de cada ciudad central, planes de residuos sólidos, legislación y documentos administrativos, además, se aplicó de manera electrónica un cuestionario estructurado a los organismos encargados del manejo de los residuos sólidos, con el fin de obtener información sobre el tipo de plan, forma de gestión y tiempo de ejecución. Resultados: Los resultados mostraron que desde la Promulgación de la Política Nacional de Residuos Sólidos (PNRS) todavía hay ciudades centrales sin la construcción de una PRS. Conclusión: La investigación encontró que hay avances en la mayoría de los municipios encuestados, pero existe la necesidad de que algunos municipios mejoren sus políticas de gestión, ya que corresponde al gobierno local elaborar los planes municipales de residuos sólidos, individualmente o en alianza con otros municipios, através de consorcio de soluciones.Introdução: A crescente expansão populacional e urbana tem tido como principal consequência, um crescimento exponencial da utilização de recursos naturais, e junto do aumento desse consumo, vem o aumento na geração de Resíduos Sólidos Urbanos (RSU), e disposição inadequada, sendo um dano gravíssimo ao meio ambiente, agravando a situação socioeconômica do país em diversos sentidos. Objetivo: Buscou-se apresentar um mapeamento dos Planos de Resíduos Sólidos (PRS) utilizados nas cidades centrais de cada Região Metropolitana na Paraíba, dentro do contexto legal, com identificação da tipologia de plano, da forma e tempo de gestão adotada por cada Município pesquisado. Método: A pesquisa documental, com abordagem exploratória e descritiva ocorreu no ano de 2022 nas cidades centrais das 12 regiões metropolitanas do estado da Paraíba. Os dados foram coletados por meio de consultas aos sites oficiais de cada cidade central, aos planos de resíduos sólidos, às legislações e documentos administrativos, além do mais, realizou-se a aplicação de questionário estruturado em meio eletrônico aos órgãos responsáveis pela gestão de resíduos sólidos, visando obter informações quanto ao tipo de plano, forma de gestão e tempo de implantação. Resultados: Os resultados mostraram que desde a promulgação da Política Nacional de Resíduos Sólidos (PNRS) ainda há cidades centrais sem a construção de um PRS.
