Smart cities: global overview of disaster resilience

Resumo: According to the United Nations Organization (UNO), there have been 7,348 disasters worldwide in the last two decades, with 1.23 million people killed, approximately 60,000 people annually. More than 4 billion people have been affected by disasters. Disasters are severe natural phenomena, strongly influenced by regional characteristics, such as rock, soil, topography, vegetation, and also weather conditions. The present paper aims to portray the panorama of disaster resilience worldwide and the importance of cities becoming smart for disaster mitigation and sustainable development. The research will be of exploratory and qualitative nature and used as methodology the review of national and international literature, scientific articles, national and international agencies, dissertations theses for a comprehensive study of the subject. The occurrence of these phenomena in places of human habitation results in several material and human damages, in addition to enormous socio-economic losses, and its correct management for their mitigation is essential. With this, it is necessary the importance in the preparation of nations, better adherence to solve these global problems, urgent actions for the management of risk factors in order to preserve life and the environment for future generations.

También cabe destacar que más de 4.000 millones de personas se han visto afectadas por las catástrofes. Las catástrofes son fenómenos naturales graves, fuertemente influenciados por las características regionales como la roca, el suelo, la topografía, la vegetación y también por las condiciones meteorológicas. El objetivo de este documento es presentar una visión general de la resiliencia mundial ante las catástrofes y la importancia de que las ciudades se vuelvan inteligentes para la mitigación de los desastres y el desarrollo sostenible. La investigación será de carácter exploratorio y cualitativo y utilizará como metodología la revisión bibliográfica nacional e internacional, artículos científicos, organismos nacionales e internacionales, disertaciones y tesis para el estudio integral del tema. La ocurrencia de estos fenómenos en lugares de habitación humana resulta en varios daños materiales y humanos, además de enormes pérdidas socioeconómicas, siendo su correcta gestión esencial para su mitigación. Con esto, se necesita importancia en la preparación de las naciones, una mejor adhesión para resolver estos problemas globales, acciones urgentes para la gestión de los factores de riesgo con el fin de preservar la vida y el medio ambiente para las generaciones futuras.De acordo com a Organização das Nações Unidas (ONU), ocorreram 7.348 desastres no mundo nas últimas duas décadas, com 1,23 milhões de pessoas mortas, aproximadamente 60 mil pessoas anualmente. Destaca-se ainda, o alcance de mais de 4 bilhões de pessoas que foram afetadas por desastres. Desastres são fenômenos naturais severos, fortemente influenciados pelas características regionais, como, rocha, solo, topografia, vegetação e também condições meteorológicas. O presente artigo objetiva retratar o panorama da resiliência a desastres em nível mundial e a importância das cidades se tornarem inteligentes para mitigação de desastres e desenvolvimento sustentável. A pesquisa será de caráter exploratório e qualitativo e utilizou-se como metodologia a revisão de literaturas nacionais e internacionais, artigos científicos, órgãos nacionais e internacionais, teses de dissertações para estudo abrangente do tema. A ocorrência destes fenômenos em locais de habitação humana, resulta em diversos danos materiais e humanos, além de enormes prejuízos sócio econômicos sendo imprescindível sua correta gestão para mitigação dos mesmos.
