Vatican and Mozambique agreement (2012): laicity, religious freedom and education

Resumo: This article addresses the complexity of secularism in the education Mozambican society, paying special attention to the analysis of the Concordat signed between the States of Mozambique and Vatican, 2012. This agreement contains the authorization for the “Catholic Religious Education” (CRE) linked to Catholic Church is held in any Mozambican school unit. The theme requires deepening and sociological investigation because it´s a tension between the notion of secularism that the recent secular state of democratic law, also based on “respect and guarantee of fundamental rights and freedoms”, expresses in its Magna letter and, the Concordat that provides the National Education System for proselytizing actions inserted in a confessional system offered to the population. The problem makes it possible to reflect on the international Catholic strategy with Portuguese-speaking countries, as well as to relate the adoption of CRE in schools / units that provide education services contracted by the Mozambican government to the general population. In view of the local religious plurality and the imposition of the CRE in the respective schools. The research was carried out in a bibliographic, electronic and documentary way (May, 2004) from a qualitative perspective with the theoretical basis of Social Sciences and Sociology of Religions. Therefore, the confessional offer, established by the International Concordat between the Vatican and Mozambique, and the resulting dynamics, in addition to contributing to the weakening of religious plurality and, therefore, of democracy, make education a field of religious disputes in the country as well.

Este convenio contiene la autorización para la “Educación Religiosa Católica” (ERC) vinculada a La Iglesia Católica se lleva a cabo en cualquier unidad escolar de Mozambique. El tema requiere profundización e investigación sociológica porque es una tensión entre la noción de laicismo que el reciente estado laico del derecho democrático, también basado en el “respeto y garantía de los derechos y libertades fundamentales”, expresa en su carta Magna y el Concordato que brinda el Sistema Nacional de Educación para acciones proselitistas insertas en un sistema confesional ofrecido a la población. El problema permite reflexionar sobre la estrategia católica internacional con los países de habla portuguesa, así como relacionar la adopción de ERC en las escuelas / unidades que brindan servicios educativos contratados por el gobierno de Mozambique a la población en general. Ante la pluralidad religiosa local y la imposición del ERC en las respectivas escuelas. La investigación se realizó de forma bibliográfica, electrónica y documental (Mayo, 2004) desde una perspectiva cualitativa con las bases teóricas de las Ciencias Sociales y Sociología de las Religiones. Por tanto, la oferta confesional, establecida por el Concordato Internacional entre Vaticano y Mozambique, y la dinámica resultante, además de contribuir al debilitamiento de la pluralidad religiosa y, por tanto, de la democracia, hacen de la educación un campo de disputas religiosas también en el país.O presente artigo aborda a complexidade da laicidade na educação da sociedade moçambicana, tendo especial atenção na análise da Concordata firmada entre os Estados de Moçambique e Vaticano, 2012. Este acordo contém a autorização para que o “Ensino Religioso Católico” (ERC) ligado à Igreja Católica seja realizado em qualquer unidade escolar moçambicana. O tema exige aprofundamento e investigação sociológica por se tratar de uma tensão existente entre a noção de laicidade que o recente Estado laico de direito democrático, também baseado no “respeito e na garantia dos direitos e liberdades fundamentais”, exprime em sua carta Magna e, a Concordata que disponibiliza o Sistema Nacional de Educação para ações de cunho proselitistas inserido em um sistema confessional oferecido à população. A problemática possibilita refletir sobre a estratégia católica internacional junto aos países lusófonos, bem como, relacionar a adoção do ERC nas escolas/unidades que prestam serviços de educação contratados pelo governo moçambicano à população em geral. Tendo em vista a pluralidade religiosa local e a imposição do ERC nas respectivas escolas. A pesquisa foi realizada de forma bibliográfica, eletrônica e documental (May, 2004) sob a perspectiva qualitativa com a base teórica das Ciências Sociais e Sociologia das Religiões.
