Resumo: This work aims to demonstrate how the Continued Benefit, as a right of social assistance, promotes to the elderly and the hyposufficient disabled their economic autonomy and social empowerment, through the guarantee of minimum conditions of existence. Still, it is discussed how social citizenship is only achieved when elementary needs are removed from the lives of the elderly and people with disabilities. To understand the theme, it starts with the concept of human dignity as a value that is born from philosophical and religious discussions and enters the legal world after the second world war, starting to have legal value. By adopting the quali-quanti method and using primary data, issues related to human dignity in the Brazilian case are analyzed and their implications for public policies to promote social assistance, especially in compliance with the provisions of item V of Article 203 of the Constitution Federal. In view of this approach, it is inferred that the Continued Benefit program, managed by the National Social Security Institute (INSS) contributes to meeting one of the Sustainable Development Goals, number 10, as it provides the minimum income to the beneficiaries, reducing inequalities.

Aún así, se discute cómo la ciudadanía social solo se logra cuando las necesidades elementales son eliminadas de la vida de los adultos mayores y las personas con discapacidad. Para comprender el tema, se parte del concepto de dignidad humana como valor que nace de discusiones filosóficas y religiosas e ingresa al mundo jurídico después de la segunda guerra mundial, pasando a tener valor jurídico. Adoptando el método cuali-cuantitativo y utilizando datos primarios, se analizan cuestiones relacionadas con la dignidad humana en el caso brasileño y sus implicaciones para las políticas públicas de promoción de la asistencia social, especialmente en cumplimiento de lo dispuesto en el inciso V del artículo 203 de la Constitución Federal. . De este planteamiento se infiere que el programa Prestación Continuada, gestionado por el Instituto Nacional de la Seguridad Social (INSS), contribuye al cumplimiento de uno de los Objetivos de Desarrollo Sostenible, el número 10, ya que proporciona los ingresos mínimos a los beneficiarios, reduciendo las desigualdades. .Este trabalho tem como objetivo demonstrar como o Benefício de Prestação Continuada, enquanto direito de assistência social, promove aos idosos e deficientes hipossuficientes a sua autonomia econômica e o empoderamento social, por meio da garantia de condições mínimas de existência. Ainda, discute-se como a cidadania social só é alcançada quando as necessidades elementares são afastadas da vida dos idosos e das pessoas com deficiência. Para compreensão do tema parte-se do conceito de dignidade humana como valor que nasce a partir de discussões filosóficas e religiosas e adentra o mundo jurídico após a segunda guerra mundial, passando a ter valor jurídico. Mediante adoção do método quali-quanti e utilizando-se dados primários, analisa-se questões afetas à dignidade humana no caso brasileiro e suas implicações nas políticas públicas de promoção à assistência social, principalmente no atendimento ao disposto no inciso V do Artigo 203 da Constituição Federal.
