Bahian extrajudicial service organizations in times of syndemia - an analysis from the perspective of population ecology theory

Resumo: | This article analyzes the population of organizations providing notary and registration services, (technical / administrative organization), under the terms of Article 1 of Law 6.015 / 73 and Article 1 of Law 8,935 / 94, designed to provide publicity, authenticity, effectiveness and security to the legal acts of the state of Bahia, in the lig.t of the theory of population ecology, in the union context of COVID-19. The research question raised is whether, in this population or community of organizations (the extrajudicial services), the imposition of regulatory normative acts in the face of the pandemic (sindemya) environment and the requirements for maintaining quality in the provision of services to society, led holders and interim to seek optimization in the use of scarce and uncertain resources and what or which resources are subject to optimization? The objective is to analyze how the types of organizations, within their populations of organizations of extrajudicial services, can use new combinations of resources present in the environment to survive, being this survival in order to fulfill the purposes of meeting the demands of society and provide return to the organization. The research was carried out in the state of Bahia, in 2020, elaborated in three stages: a) conceptual; b) characterization of the population and; c) comparative analysis of the actions taken. Therefore, even with stable systems, this population was destabilized by environmental factors, which escaped purely managerial reach. Disruptive changes in the union environment, exposed solid knowledge (in this case, the technical / legal), quickly demanding other knowledge (in this case the management and digital technologies). |

La pregunta de investigación planteada es si, en esta población o comunidad de organizaciones (los servicios extrajudiciales), la imposición de actos normativos regulatorios ante el entorno pandémico (sindemico) y los requisitos para mantener la calidad en la prestación de servicios a la sociedad, ¿Llevó a los titulares e interinos a buscar la optimización en el uso de recursos escasos e inciertos y qué o qué recursos están sujetos a optimización? El objetivo es analizar cómo los tipos de organizaciones, dentro de sus poblaciones de organizaciones de servicios extrajudiciales, pueden utilizar nuevas combinaciones de recursos presentes en el medio para sobrevivir, siendo esta supervivencia con el fin de cumplir con los propósitos de satisfacer las demandas de la sociedad y proporcionar volver a la organización. La investigación se llevó a cabo en el estado de Bahía, en 2020, elaborada en tres etapas: a) conceptual; b) caracterización de la población y; c) análisis comparativo de las acciones realizadas. Por lo tanto, incluso con sistemas estables, esta población fue desestabilizada por factores ambientales, que escaparon al alcance puramente gerencial. Cambios disruptivos en el entorno sindemico, expusieron conocimientos sólidos (en este caso, el técnico / legal), demandando rápidamente otros conocimientos (en este caso la gestión y las tecnologías digitales).Este artigo analisa a população de organizações prestadoras de serviços notariais e registrais, (organização técnica/administrativa), nos termos do artigo 1º da Lei 6.015/73 e artigo 1º da Lei 8.935/94, destinados a dar publicidade, autenticidade, eficácia e segurança aos atos jurídicos do estado da Bahia, à luz da teoria da ecologia das populações, no contexto sindêmico da COVID-19. A questão de pesquisa suscitada é, se nessa população ou comunidade de organizações (as serventias extrajudiciais), a imposição de atos normativos regulatórios diante do ambiente pandêmico (sindêmico) e das exigências de manutenção da qualidade na prestação de serviços à sociedade, levou titulares e interinos a buscar a otimização na utilização dos recursos escassos e incertos e o que ou quais recursos são passíveis de otimização? O objetivo é analisar como os tipos de organizações, dentro de suas populações de organizações de serviços extrajudiciais, podem utilizar novas combinações dos recursos presentes no ambiente para sobreviver, sendo esta sobrevivência com o sentido de cumprir os propósitos de atender as demandas da sociedade e proporcionar retorno para a organização. A pesquisa foi realizada no estado da Bahia, no ano de 2020, elaborada em três etapas: a) conceitual; b) caracterização da população e; c) análise comparativa das ações realizadas. Diante disso, mesmo com sistemas estáveis, essa população foi desestabilizada por fatores ambientais, que fugiram ao alcance puramente gerencial.
