Incorporation of COVID-19 telemonitoring in a city in southern Bahia: obstacles and facilities

Resumo: | Introduction: The COVID-19 pandemic demanded new ways of acting from health systems. Telemonitoring emerges as a possibility of safe access to patients, enabling remote assistance and surveillance of cases. Objective: describes the difficulties, limitations, facilities and potentialities experienced by health professionals using ICTs to monitor cases of COVID-19 in the city of Una, Bahia, Brazil. Method: This is an evaluative study, having as a research strategy the single case study, involving health professionals who acted in the fight against the pandemic, both in PHC and in Health Surveillance, between 2020 and 2021. Triangulation was used for data analysis, in addition to a matrix to assess the degree of incorporation of telemonitoring. The content analysis of the interviews made it possible to organize them into cores of meaning, articulated to the components of the matrix. Results: The sample consisted of 14 professionals (85.71% nurses), aged between 23-51 years old, 35 years old in average. Of these, 28.57% worked in health surveillance and 71.43% in PHC. The telemonitoring of COVID-19 was considered incorporated, and the degrees of adequacy were reached for the components: municipal organization (72.29%), epidemiological surveillance (72.67%), case assistance (77.00%), education in health (44.67%). Low digital coverage, unavailability of institutional telephone and insufficient training were some of the obstacles identified. Use of ICTs and the involvement of professionals with human life emerged as facilities. Conclusion: The incorporation of telemonitoring enabled safe and timely care. The study reinforces the importance of continuing education in health to qualify the care network. |

La telemonitorización surge como una posibilidad de acceso seguro a los pacientes, posibilitando la asistencia remota y la vigilancia de los casos. Objetivo: describir las dificultades, limitaciones, facilidades y potencialidades experimentadas por los profesionales de la salud en el uso de las TIC para el seguimiento de casos de COVID-19 en el municipio de Una, Bahía, Brasil. Método: Se trata de un estudio evaluativo, teniendo como estrategia de investigación el estudio de caso único, involucrando profesionales de la salud que actuaron en el combate a la pandemia, tanto en APS como en Vigilancia en Salud, entre 2020 y 2021. triangulación para análisis de datos, además a una matriz para evaluar el grado de incorporación de la telemonitorización. El análisis de contenido de las entrevistas permitió organizarlas en núcleos de sentido, articulados a los componentes de la matriz. Resultados: La muestra estuvo compuesta por 14 profesionales (85,71% enfermeras), con edades entre los 23-51 años, media 35 años. De estos, 28,57% trabajaban en vigilancia en salud y 71,43% en APS. Se consideró incorporado el telemonitoreo de la COVID-19 y se alcanzaron los grados de adecuación para los componentes: organización municipal (72,29%), vigilancia epidemiológica (72,67%), atención de casos (77,00%), educación en salud (44,67%). La baja cobertura digital, la indisponibilidad de telefonía institucional y la insuficiente capacitación fueron algunos de los obstáculos identificados. El uso de las TIC y la implicación de los profesionales con la vida humana surgieron como facilidades. Conclusión: La incorporación de la telemonitorización permitió una atención segura y oportuna. Objetivo: Descrever as dificuldades, limitações, facilidades e potencialidades vivenciadas pelos profissionais de saúde para utilização das TICs no monitoramento de casos da COVID-19 no município de Una, Bahia, Brasil. Baixa cobertura digital, indisponibilidade de telefone institucional e capacitações insuficientes foram alguns obstáculos identificados. Uso das TICs e implicação dos profissionais com a vida humana emergiram como facilidades. Conclusão: A incorporação do telemonitoramento possibilitou o cuidado de forma segura e oportuna.
