Analysis of the management of paper waste in associations and cooperatives pickers' in the city of Belém, State of Pará, Brazil

Resumo: The paper production chain connects several other productive links, such as recycling, which allows for a transition to a circular economy. Therefore, the importance of solid waste management, shared responsibility and selective collection is emphasized. In this context, the study aimed to analyze the role of associations and cooperatives in the metropolitan region of Belém do Pará, in the management of waste paper, in order to identify its work process and its economic, social and environmental importance. The study area comprised the metropolitan region of Belém-PA, and the research methodology is exploratory of the case study based on qualitative and quantitative data from the on-site analysis and interviews. Seventeen cooperatives were identified and six selected for the interviews. The results showed that the cooperative members perform household collection. The classification of the collected papers is carried out on white, mixed and cardboard scraps, in addition it was identified that the quantities are not regularly recorded and the sales prices of the material to large companies are lower than the national average. The cooperatives that receive government incentives, receive waste from fixed locations “door-to-door” and use rudimentary tools, characterizing vulnerable working conditions. The relevance of support from the public authorities and the private sector is highlighted to enable better working conditions and efficiency of the selective collection system. Thus, with the study, it was noticed interconnected social, economic and environmental issues, and that necessary improvements for good management must encompass public policies such as the inclusion of effective environmental education.

Por ello, se enfatiza la importancia de la gestión y manejo de residuos sólidos, la corresponsabilidad y la recolección selectiva. En este contexto, el estudio tuvo como objetivo analizar el papel de las asociaciones y cooperativas en la región metropolitana de Belém do Pará, en la gestión de los residuos de papel, con el fin de identificar su proceso de trabajo y su importancia económica, social y ambiental. El área de estudio comprendió la región metropolitana de Belém-PA, y la metodología de investigación es exploratoria del estudio de caso con base en datos cualitativos y cuantitativos del análisis in situ. y entrevistas. Se identificaron diecisiete cooperativas y se seleccionaron seis para las entrevistas. Los resultados mostraron que los miembros de la cooperativa realizan recolección domiciliaria. Las clasificación de los papeles recolectados se realiza sobre retazos blancos, mixtos y de cartón, además se identificó que las cantidades no se registran regularmente y los precios de venta del material a grandes empresas son inferiores a la media nacional. Las cooperativas que reciben incentivos del gobierno reciben los residuos de ubicaciones fijas, y las demás realizan la recolección “puerta a puerta” y utilizan herramientas rudimentarias, caracterizando condiciones de trabajo vulnerables. Se destaca la relevancia del apoyo de las autoridades públicas y del sector privado para permitir mejores condiciones de trabajo y eficiencia. Así, con el estudio se interconectaron los temas sociales, económicos y ambientales, y que las mejoras necesarias para una buena gestión deben abarcar políticas públicas como la inclusión  de una educación ambiental efectiva.A cadeia produtiva do papel interliga vários outros elos produtivos, como a reciclagem, que possibilita transição a uma economia circular. Para tanto, ressalta-se a importância da gestão e gerenciamento dos resíduos sólidos, responsabilidade compartilhada e coleta seletiva. Nesse contexto, o estudo teve como objetivo analisar a atuação das associações e cooperativas da região metropolitana de Belém do Pará, no gerenciamento dos resíduos de papel, a fim de identificar o seu processo trabalho e sua importância econômica, social e ambiental. A área de estudo compreendeu a região metropolitana de Belém-PA, e a metodologia da pesquisa é exploratória do estudo de caso a partir de dados qualiquantitativos da análise in loco e entrevistas. Dezessete associações e cooperativas foram identificadas e seis selecionadas para as entrevistas. Os resultados demonstraram que os cooperados realizam a coleta domiciliar. A classificação dos papéis coletados são realizadas em aparas brancas, mistas e papelão, além disso identificou-se que as quantidades não são regularmente registradas e os preços de vendas do material para grandes empresas são menores que a média nacional. As instituições que recebem incentivo governamental recebem resíduos de locais fixos, e as demais realizam a coleta porta-a-porta e utilizam ferramentas rudimentares, caracterizando condições de trabalho vulnerabilizadas. Destaca-se a relevância de suporte do poder público e setor privado para possibilitar melhores condições de trabalho e eficiência do sistema de coleta seletiva.
