Health Surveillance & planning and evaluation in Family Health Units: A qualitative study

Resumo: Objective: To analyze the use of Health Surveillance tools by managerial nurses in the planning and evaluation process of Family Health Strategy teams in Northeastern Pará. Methodology: Qualitative study with 7 Nurses of Family Health Units. An interview and analysis using the Bardin and IRAMUTEC methods was performed using the Descending Hierarchical Classification and similarity analysis, producing six lexical classes represented in Dendograma, considering words with significance (p>0.05), according to total frequency (f) and chi-square (x²). Results were expressed in Dendrograma, tree of similarity and cuts of the interviews in matrix frames. Results: We obtained the cleavage of 151 text segments, taking advantage of 76.16%, 5361 words, 633 active, 95 supplementary and average of 35.5 per follow-up. Based on the similarity analysis, the word "No" is perceived as the central nucleus, linked to "Health Surveillance", "Health" and "Action", thus inferring a denial, lack, absence and/or a problematic in the analyzed context. Conclusion: The decentralization of responsibilities between municipalities did not allow performance to meet demands. The non-adherence, in the management and health care models, of the Health Surveillance tools in the Family Health Units of  Northeastern Pará is evident, therefore, the non-adjustment of actions and services in the Family Health Strategy considering local characteristics.

Metodología: Estudio cualitativo con 7 Enfermeros de las Unidades de Salud de la Familia. Se realizó entrevista y análisis por el método de Bardin y IRAMUTEC utilizando la Clasificación Jerárquica Descendente y análisis de similitud, produciendo seis clases léxicas representadas en Dendograma, considerando palabras con significación (p>0,05), conforme frecuencia total (f) y chi-quadradro (x²). Resultados fueron expresados en Dendrograma, árbol de similitud y recortes de las entrevistas en cuadros matriciales. Resultados: Se obtuvo la división de 151 seguimientos de textos, aprovechando 76,16%, 5361 palabras, 633 activas, 95 suplementarias y media de 35,5 por seguimiento. A partir del análisis de similitud, se percibe la palabra "No" como núcleo central, ligado a "Vigilancia en Salud", "Salud" y "Acción", por lo tanto, infiriendo a una negación, falta, ausencia y/o una problemática en el contexto analizado. Conclusión: La descentralización de las responsabilidades entre municipios no oportunizó el desempeño a las demandas. Quedan evidentes la no adhesión, en los modelos de gerencias y atención a la salud, de las herramientas de Vigilancia en Salud en las Unidades de Salud de la Familia del Nordeste de Pará, por lo tanto, la no adecuación de las acciones y servicios en la Estrategia Salud de la Familia considerando las características locales.Objetivo: Analisar o uso das ferramentas de Vigilância em Saúde, por enfermeiros gerentes, no processo de planejamento e avaliação das equipes da Estratégia Saúde da Família do Nordeste do Pará.
