Participation in river basin committees: reflections on representation and representativeness

Resumo: | Participation has been a key feature in the implementation of River Basin Committees. These committees are local collegiate spaces for water management that aim, among other things, to establish norms for the protection of the quality of territorial waters, seeking to guarantee access to water and water security. The participation of non-state actors in the elaboration of proposals within the hydrographic basin is important to strengthen water management plans in order to achieve the objectives of the National Water Resources Policy. But the effective participation through representatives in the committees can reveal limitations that point to failures in representation. In this study, we seek to problematize the exercise of representation in local collegiate spaces of water management. To this end, data from a nationwide survey were used, carried out between November 2017 and November 2019. Seeking to assess multiple facets of participation, for example, the actors involved, the legitimacy of representation and communication failures. As in the exercise of their functions, representatives must reflect the interests of the organization they represent and the segment of which they are part, we sought to know some aspects of the relationship between the representative and the organization he represents. The results show that the participatory implementation in the committees includes a range of actors that may not be adequately exercising the representation role for which they were entrusted, which is an indication of a governance failure that needs to be improved by the water management system. |

Estos comités son espacios colegiados locales para la gestión del agua que tienen como objetivo, entre otros, establecer normas para la protección de la calidad de las aguas territoriales, buscando garantizar el acceso al agua y la seguridad hídrica. La participación de actores no estatales en la elaboración de propuestas dentro de la cuenca hidrográfica es importante para fortalecer los planes de gestión del agua a fin de alcanzar los objetivos de la Política Nacional de Recursos Hídricos. Pero la participación efectiva a través de representantes en los comités puede revelar limitaciones que apunten a fallas en la representación. En este estudio, buscamos problematizar el ejercicio de la representación en los espacios colegiados locales de gestión del agua. Para ello, se utilizaron datos de una encuesta a nivel nacional, realizada entre noviembre de 2017 y noviembre de 2019. Buscando evaluar múltiples facetas de la participación, por ejemplo, los actores involucrados, la legitimidad de la representación y las fallas de comunicación. Como en el ejercicio de sus funciones los representantes deben reflejar los intereses de la organización que representan y del segmento del que forman parte, buscamos conocer algunos aspectos de la relación entre el representante y la organización a la que representa. Los resultados muestran que la implementación participativa en los comités incluye una gama de actores que pueden no estar ejerciendo adecuadamente el rol de representación para el que fueron encomendados, lo que es un indicio de una falla de gobernanza que necesita ser mejorada por el sistema de gestión del agua.A participação tem sido uma característica fundamental na implementação dos Comitês de bacias hidrográficas. Estes comitês são espaços colegiados locais de gestão das águas que visam, dentre outros aspectos, instituir normas para a proteção da qualidade das águas territoriais, buscando garantir o acesso à água e a segurança hídrica. A participação de atores não estatais na elaboração de propostas no âmbito da bacia hidrográfica é importante para fortalecer os planos de gestão das águas no sentido de atingir os objetivos da Política Nacional dos Recursos Hídricos. Mas a participação efetivada através dos representantes nos comitês pode revelar limitações que apontam para falhas na representação. Neste estudo, busca-se problematizar o exercício da representação nos espaços colegiados locais de gestão das águas. Para tanto, foram utilizados dados de um survey, em âmbito nacional, realizado entre novembro de 2017 a novembro de 2019. Buscando avaliar múltiplas facetas da participação, por exemplo, os atores envolvidos, a legitimidade da representação e as falhas de comunicação. Como no exercício das suas funções, os representantes devem refletir os interesses da organização que representam e do segmento do qual fazem parte, buscou-se conhecer alguns aspectos da relação entre o representante e a organização que ele representa.
