Institutional evaluation: politicies of evaluation of distance learning in Brazil

Resumo: This paper aims to analyze the public politicies of Teachers' Education through Distance Learning, focusing on the external evaluation of Distance Learning Formation of teachers of Visual Arts. This reflection intends to understand the relation between the results of external evaluation and the major objective of public politicies, which is the quality improvement of that formation. The study was based on legal documents and on the regulation determined by the National Institute of Studies and Research – Ministry of Education and Culture - MEC, Benchmarks of Quality for Distance Learning, National Curricular Guidelines of Arts, National Evaluation System of Higher Education, National Commission for the Evaluation of Higher Education and on authors like Azevedo; Sathler (2004), Assis and Amaral (2004), Dias Sobrinho (2002), Cervi e Torres (2009), Lopes (2004), Maia and Mattar (2007) among others. Through the development of the present study, it was possible to observe that, even though evaluation takes place through different modalities, the result of evaluations of Distance Learning Courses are not disclosed separately from the Classroom-based modality.

Esta reflexión busca comprender la relación de los resultados de la evaluación externa, con el objetivo mayor de las políticas públicas, que es la mejora de la calidad de esta formación. El estudio tuvo como base los documentos legales y de regulación determinados por el Instituto Nacional de Estudios e Investigaciones - Ministerio de Educación y Cultura - MEC, Referenciales de Calidad para la Educación a Distancia, Directrices Curriculares Nacionales de Artes, Sistema Nacional de Evaluación de la Enseñanza Superior , Comisión Nacional para la Evaluación de la Enseñanza Superior y autores como Azevedo; Y en el caso de que se trate de una de las más importantes de la historia de la humanidad. [6] entre otros. Por medio del desarrollo del presente estudio, fue posible observar que aunque la evaluación se realiza separada por modalidad, el resultado de tales evaluaciones de los cursos en la modalidad EAD, no son divulgados separados de la modalidad presencial.Este trabalho tem como objetivo analisar as políticas públicas de formação de professores na modalidade a distância, com foco na avaliação externa do curso de formação de professores em Artes visuais na modalidade a distância. Essa reflexão busca compreender a relação dos resultados da avaliação externa, com o objetivo maior das políticas públicas, que é a melhoria da qualidade desta formação. O estudo teve por base os documentos legais e de regulação determinados pelo Instituto Nacional de Estudos e Pesquisas – Ministério da Educação e Cultura - MEC, Referenciais de Qualidade Para a Educação a Distância, Diretrizes Curriculares Nacionais de Artes, Sistema Nacional de Avaliação do Ensino Superior, Comissão Nacional para a Avaliação do Ensino Superior e autores como Azevedo; Sathler (2004)[1], Assis e Amaral (2004)[2], Dias Sobrinho (2002)[3], Cervi e Torres (2009)[4], Lopes (2004)[5], Maia e Mattar (2007)[6] entre outros.
