Resumo: The objective of research was to present UNESCO's proposals for the field of non-formal education in the international arena as well as the organization's guidelines for recognition, validation and certification of educational initiatives of this nature. As a way of understanding the concept of non-formal education and its implications in the process of economic and human development, the theoretical foundation proposed by Coombs, Delors, Faure and Gohn was adopted. Thus, the research was classified as qualitative with a focus on historical research, being analyzed technical documents of the organization were analyzed that describe the principle of understanding and evaluation of the field in question, stating the importance of it in the global socio-economic scenario and the necessary creation of a guiding instrument and certifying the actions of the teaching-learning process. It begins with the description of the field of non-formal education according to UNESCO, through the organization of specific actions in the area and due purposeful ratings, ending with the directives of recognition, validation and certification (RVC) of non-education formal as an analytical assessment tool for governments in the determination of educational policies. In conclusion, UNESCO tries to provide a policy equalizer instrument in the field of non-formal education aligned with a concept to adapt to the globalized production system from the dynamic brought by the education principle throughout life.

Como una forma de entender el concepto de educación no formal y sus implicaciones para el proceso de desarrollo económico y humano, se adoptó lo referencial propuesto por Coombs, Delors, Faure y Gohn. Por lo tanto, la investigación se clasificó como de naturaleza cualitativa con un enfoque en la investigación histórica, analizándose documentos técnicos de la organización que describen el principio de comprensión y evaluación del campo en cuestión, indicando la importancia de la misma en el escenario socio-económico mundial y la necesaria creación de un instrumento de orientación y certificación de las actuaciones del proceso de enseñanza-aprendizaje. Se inicia con la descripción del campo de la educación no formal de acuerdo a la UNESCO, a través de la organización de acciones específicas en el área y valoraciones con propósito debido, terminando con las directivas de reconocimiento, validación y certificación (RVC) de la educación no formal como una herramienta analítica para los gobiernos en la determinación de las políticas educativas. En conclusión, la UNESCO trata de proporcionar un instrumento ecualizador de políticas en el ámbito de la educación no formal en línea con un concepto de adaptación al sistema de producción globalizada  a partir de la dinámica presentada por el principio de la educación durante toda la vida.O objetivo desse trabalho pauta-se em apresentar as proposições da UNESCO para o campo da educação não-formal no cenário internacional bem como as diretrizes da organização para o reconhecimento, validação e certificação das iniciativas educacionais dessa natureza. Como forma de compreensão do conceito de educação não-formal e suas implicações no processo de desenvolvimento econômico e humano adotou-se a fundamentação proposta por Coombs, Delors, Faure e Gohn. Assim, a pesquisa foi classificada como de caráter qualitativo com foco na pesquisa histórica, sendo analisados documentos técnicos da organização que descrevem o princípio de entendimento e avaliação do campo em questão, afirmando a importância da mesma no cenário econômico-social global e a necessária criação de um instrumento norteador e certificador das ações do processo ensino-aprendizagem. Inicia-se com a descrição do campo da educação não-formal segundo a UNESCO, passando pelas ações pontuais da organização na área e as devidas classificações propositivas, finalizando com as diretrizes do processo de reconhecimento, validação e certificação (RVC) da educação não-formal como instrumento analítico de avaliação a favor dos governos na deliberação de políticas educacionais.
