Resumo: This article is devoted to the first political discussion about elections thatoccurred in Brazil between 1821 and 1823. The main question in theepoch, “direct or indirect election?”, revealed intense mobilization atthe electoral method about the moment when the constitutional principlesof the Portuguese Kingdom were defined and, soon after, thosewho would base the Charter of the future Empire of Brazil. From thediscussions held in the deliberative institutions, periodicals and pamphletscirculating in Rio de Janeiro, was analyzed the participation ofthe Brazilian’s deputies in the decision on the theme in both sides of theAtlantic and the campaign for universal suffrage initiated in Portugaland extended to Brazil. The objective was to discuss the view of Brazilian’spoliticians about the participation of the ordinary man in theelections and the reasons why the election was chosen in two degrees inBrazil, a solution that is different from the one established in the constitutionalexperience of the Portuguese Cortes.

A principal indagaçãopresente nos registros da época, “eleição direta ou indireta?”, revelouintensa mobilização sobre o método eleitoral no momento em que sedefiniam os princípios constitucionais do Reino português e, logo depois,daqueles que fundamentariam a Constituição do futuro Impériodo Brasil. A partir das discussões travadas nos órgãos deliberativos, periódicose panfletos, foi analisada a participação dos deputados “brasileiros”na decisão sobre o tema nos dois lados do Atlântico e a campanhapelo sufrágio universal iniciada em Portugal e estendida ao Brasil.
