The purpose of this research is to analyze how exports of primary products from Bahia in the 19th and 20th century could contribute to the development of the state. Is it necessary to evaluate how exports of primary products contributed to the development of the state of Bahia? This analysis will be carried out under the view of Ricardo's (traditional) international trade, List's protectionism, Prebisch's peripheral growth and development theories, and the new Krugman (contemporary) regional constraints. It has as main objective to analyze the commercial vocation of Bahia, expressed by the export of primary products of their economic base, which interfere significantly to the development of the state. The idea of this theme was configured as the researcher identified with the lack of a strong industrial complex in Bahia between the nineteenth and twentieth centuries, since the states of the Sudeste had already developed in that direction of industry. Therefore, the historical and bibliographic methodology was used, with studies carried out in several authors and historical documents that show the "evolutions" of the international trade, as well as the description of the facts in relation to this research. In this way, it was possible to carry out an account of the facts considering aspects of a qualitative nature in order to report the events during the two centuries (XIX and XX). The study concludes that as long as the export base is not capable of boosting the region's activities, it will not become a driver of regional growth. This is especially true when the export base is still the agroexportadora, since it is not able to accumulate the necessary capital to generate the expected development.
