Resumo: The article is the result of researches carried out in the thesis, whose aim was to further discussions about the transformations undergone by the Brazilian higher education in recent years forties, starting with the Reform of Higher Education of 1968 and that changes with the advent of neoliberal policies in 1990s. It seeks to demonstrate that the governmental sphere opted for private enterprise to promote the democratization of higher education at the expense of public initiative.
