Quasi-Experimental Evaluation of Police Decentralization: The Case of the Creation of Independent Military Police Companies in the State of Espírito Santo

Resumo: In the 1980s/90s, new police models were consolidated, advocating for a more proactive role of professionals in their jurisdictions. They were expected to have greater interaction with the community and operate autonomously to implement preventive actions, not just repressive ones. However, there is a gap in the literature regarding empirical studies that seek to assess the impact of changes in the management arrangements of police forces, particularly in providing greater autonomy for frontline policing. In this article, we rely on an quasi-experiment, the creation of Independent Companies (CIA IND) within the Military Police in the state of Espírito Santo, which started using an independent management system from their original units (battalions). This territorial-focused approach aimed, among other factors, at reducing crime. Using the Synthetic Control Method, we assess the potential impacts of creating three Independent Companies in the cities of Vitória, Serra, and Vila Velha in March 2017 on the reduction of homicide in these regions. If the CIA IND did not exist, the data for the period between 2018 and 2021 indicate that homicide rates would have increased by 36% in Vila Velha and 18% in Serra.

Se esperaba que tuvieran una mayor interacción con la comunidad y operaran de manera autónoma para implementar acciones preventivas, no solo represivas. Sin embargo, existe una brecha en la literatura con respecto a estudios empíricos que busquen evaluar el impacto de los cambios en los arreglos de gestión de las fuerzas policiales, especialmente en lo que respecta a proporcionar una mayor autonomía para la policía en la primera línea. En este artículo, nos basamos en un cuasiexperimento, la creación de Compañías Independientes (CIA IND) dentro de la Policía Militar en el estado de Espírito Santo, que comenzó a utilizar un sistema de gestión independiente de sus unidades originales (batallones). Este enfoque territorial tenía como objetivo, entre otros factores, reducir el crimen. Utilizando el Método de Control Sintético, evaluamos los posibles impactos de la creación de tres Compañías Independientes en las ciudades de Vitória, Serra y Vila Velha en marzo de 2017 en la reducción de homicidios en estas regiones. Si las CIA IND no existieran, los datos para el período entre 2018 y 2021 indican que las tasas de homicidios habrían aumentado un 36% en Vila Velha y un 18% en Serra.Nas décadas de 1980/90 se consolidaram novos modelos de polícia que preceituavam um papel mais proativo dos profissionais nas suas circunscrições, em que os mesmos deveriam ter maior interação com a comunidade e operar com autonomia para implementar ações de cunho preventivo e não apenas repressivo. No entanto, existe uma lacuna na literatura acerca de estudos empíricos que busquem avaliar o impacto de mudanças nos arranjos de gestão das corporações policiais no sentido de prover maior autonomia do trabalho policial na ponta. Neste artigo, nos valemos de um quase-experimento, que foi a criação das Companhias Independentes (CIA IND) da Polícia Militar no Estado do Espírito Santo, que passaram a usar o sistema de gestão independente das suas unidades de origem (batalhões), com focalização territorial visando, entre outros fatores, a redução da criminalidade. Com base no método de Controle Sintético, avaliamos os potenciais impactos da criação de três Companhias Independentes nas cidades de Vitória, Serra e Vila Velha, em março de 2017, na redução do homicídio nessas regiões.
