Transformations of the role of the State in Brazilian regional development

The regional inequality in Brazil since the colonial period became a political concern in the second half of the 1960s. Thus, this paper aims to analyze theoretically the performance of the State in regional development policies, mentioning the fiscal war as an action of the federative units, more intensified with the commercial opening, in the last decades, giving more emphasis to the Northeast region and the 1990s. The study is based on bibliographical research, making use of exploratory and explanatory methods. Its results show that the fiscal war, inserted in a neoliberal conjuncture intensified in the 1980s, under the aegis of the 'voice of development', evokes the regional issue in Brazil, but has accentuated inequalities in the country. Under the false argument of the fiscal war as a mechanism of economic development, there is industrial deconcentration. The conclusion is that more appropriate conditions should be sought to mitigate regional and social disparities, not through a fiscal war that has proved ineffective, but through policies that express the confrontation with regional, social, political, economic and local potentialities.
