“TURN-COAT” AND “FAITHFUL” IN THE LEGISLATIVE ASSEMBLY OF GOIÁS: a study on coalitions and governance in the 19th Legislature (2019-2023)

Resumo: | This is an investigation into government coalition, opposition and party migrations in the state of Goiás, to identify patterns of opposition and support from state deputies to the governor and the influence on the governability factor. The period covered is from 2019 to 2023 (19th legislature), with the reading of the three previous legislatures to reap comparative gains. Opposition deputies who migrated to the government were identified, using longitudinal and descriptive analysis. At the conceptual and theoretical level, coalitions, governance and the executive-legislative relationship are maintained. It is identified that the levels of parliamentary support for the Executive's proposals are very similar between opposition and government supporters. The study expands knowledge about the government-opposition dynamics in a subnational context and helps to understand the political process in Goiás in the last 20 years. |

El período que cubre es de 2019 a 2023 (19° legislatura), con la lectura de las tres legislaturas anteriores para cosechar ganancias comparativas. Se identificaron diputados opositores que migraron al gobierno, mediante análisis longitudinal y descriptivo. A nivel conceptual y teórico se mantienen las coaliciones, la gobernabilidad y la relación ejecutivo-legislativo. Se identifica que los niveles de apoyo parlamentario a las propuestas del Ejecutivo son muy similares entre opositores y oficialistas. El estudio amplía el conocimiento sobre la dinámica gobierno-oposición en un contexto subnacional y ayuda a comprender el proceso político en Goiás en los últimos 20 años.Trata-se de uma investigação sobre coalizão de governo, oposição e migrações partidárias no estado de Goiás, para identificar padrões de oposição e de apoio dos deputados estaduais ao governador e a influência no fator governabilidade. O período abarcado é de 2019 a 2023 (19ª legislatura), com leitura das três legislaturas anteriores para colher subsídios comparativos. Foram identificados os deputados de oposição que migraram para o governismo, utilizando-se de análise longitudinal e descritiva. No plano conceitual e teórico, são discutidas coalizões, governabilidade e relação executivo-legislativo. Identifica-se que os níveis de apoio parlamentar às proposições do Executivo são bem semelhantes entre oposicionistas e governistas.
