Alignment of preferences on bills at Joinville City Council: an empirical analysis

Resumo: This article proposes to discuss the participation of entrepreneurs in the Council of the City of Joinville (SC), having as object of research how these agents voted the bills that this body evaluated between the periods of 2017 to 2022. Materials and Methods: the draft laws submitted to its assessment were identified, and the positions of the entrepreneurs and the municipal government were identified. An index was established to catalog their positions, and to identify conflicts between the preferences of the business representation and of the city hall. Results: an analysis of the voting in 81 bills discussed during this period showed that businessmen rarely had preferences that were antagonistic to those of the city hall (11% of the cases). However, the lack of recorded roll-call votes hampered this identification in 54% of cases. Discussion: the business participation in an advisory body for urban planning reflects the importance given by these agents to a structure of participatory democracy. However, the lack of transparency in the discussions that have taken place encourages low social participation by society that does not participate as advisors. Thus, it is argued that the proposed institutional design weakens the participation of more vulnerable social strata.

Materiales y Métodos: Se identificaron los proyectos de ley sometidos a su consideración y se identificaron las posiciones de los empresarios y del gobierno municipal. Se estableció un índice para catalogar sus posiciones e identificar conflictos entre las preferencias de la representación empresarial y el gobierno municipal. Resultados: el análisis de las votaciones de 81 proyectos de ley debatidos durante este periodo mostró que los empresarios rara vez tenían preferencias antagónicas a las del gobierno municipal (11% de los casos). Sin embargo, la ausencia de un registro de las votaciones nominales dificultó esta identificación en el 54% de los casos. Discusión: La participación de las empresas en un órgano consultivo de planificación urbana refleja la importancia concedida por estos agentes a una estructura de democracia participativa. Sin embargo, la falta de transparencia respecto a los debates mantenidos fomenta una baja participación social de la parte de la sociedad que no interviene como concejales. De esta forma, se argumenta que el diseño institucional propuesto debilita la participación de los estratos sociales más vulnerables.O presente artigo se propõe a discutir a participação de empresários no Conselho da Cidade de Joinville (SC), tendo como objeto de pesquisa como estes agentes votaram os projetos de lei que este órgão avaliou entre os períodos de 2017 a 2022. Materiais e Métodos: foram identificados os projetos de lei submetidos à sua apreciação, e identificadas as posições dos empresários e do poder público municipal. Foi estabelecido um índice para catalogar suas posições, e identificar conflitos entre as preferências da representação empresarial e da prefeitura. Resultados: a análise das votações em 81 projetos de lei discutidos neste período demonstrou que os empresários raras vezes tinham preferências antagônicas às da prefeitura (11% dos casos). Contudo, a ausência de registro de votações nominais prejudicou esta identificação em 54% dos casos. Discussão: a participação empresarial num órgão consultivo para o planejamento urbano reflete a importância dada por estes agentes a uma estrutura de democracia participativa. No entanto, a falta de transparência quanto às discussões realizadas fomenta uma baixa participação social por parte da sociedade que não participa como conselheiros.
