From the 1970s the use of burning as an agricultural practice promoted a pulsing scenario of debates and controversies around the sugar cane production in São Paulo state. The harmful effects of this practice opened the discussions around the use of natural resources as well as the precariousness of the work relations and conditions of the sugar cane workers, addressing labor issues, human dignity, public health and environmental protection. In this paper, as an effort to describe some considerations about the social construction of the environmental problem related to the burning of sugar cane crops in São Paulo, we intend to reconstruct and analyse a series of socio-environmental, political and economic arguments that awoke distinct perceptions about the environment of this crop, and, similarly, a conflicting institucional scenario through which the sugar and alcohol industry in São Paulo was capable to move. From the methodological point of view, we start from a qualitative approach, subsidized by the bibliographical and documental research, besides the semi-structured interviews with the representatives of the state bureaucracy and the UNICA (Union of the Sugar Cane Industry).
