This text aims to present a theoretical discussion and empirical evidence on social policies, povertyand social exclusion in Europe and Latin America, especially local experiences in Brazil (Vale doJequitinhonha) and Portugal (Municipality of Coimbra). Based on an extensive literature review andsemi-structured interviews, the text will indicators and evidence on poverty and its differentexpressions, deletions, and other elements related to disadvantages. One of the central issues of thediscussion agenda in the fact that both among the rich countries, in a context of economic crisis, isexperiencing a progressive increase of poverty and misery and, more broadly, even socialinequalities. The persistence of poverty in rich countries and their most dramatic expressions andevident in the poorest and developing countries point to the need for identification and targeting ofpublic policies and, above all, social policies that address the needs of people and families locatedin based social structure.
