Resumo: The crimes that occurred with tailings dams in Mariana and Brumadinho, in the state of Minas Gerais, exposed the danger of these containment structures. The mining activity is highly profitable, but it negatively impacts the territories in which it is carried out. On the one hand, to earn ever-increasing profits, mining companies opt for lower-cost tailings dams, thus ignoring safety. On the other hand, the State, by acting with omission or dubiousness in the enactment of laws and by failing to rigorously inspect mining activities, contributes to increasing its risks. In this way, populations living close to tailings dams live without due state support in risk prevention. The purpose of this article is to analyze how social management can contribute to local development in mining territories, enabling the construction of communication between society, the state and companies. Based on the literature review, the study revealed that, from the perspective of social management – the strengthening of social relations and the involvement of different civil society actors through participation – it is the way to build responsible and safe mining, with the purpose of local development.

La actividad minera es altamente rentable, pero impacta negativamente en los territorios en los que se desarrolla. Por un lado, para obtener ganancias cada vez mayores, las empresas mineras optan por presas de relaves de menor costo, ignorando así la seguridad. Por otro lado, el Estado, al actuar con omisión o dudoso en la promulgación de leyes y al no fiscalizar rigurosamente la actividad minera, contribuye a incrementar sus riesgos. De esta forma, las poblaciones que viven cerca de las presas de relaves viven sin el debido apoyo estatal en la prevención de riesgos. El propósito de este artículo es analizar cómo la gestión social puede contribuir al desarrollo local en territorios mineros, posibilitando la construcción de comunicación entre sociedad, estado y empresas. Con base en la revisión bibliográfica, el estudio reveló que, desde la perspectiva de la gestión social -el fortalecimiento de las relaciones sociales y el involucramiento de los diferentes actores de la sociedad civil a través de la participación- es el camino para construir una minería responsable y segura, con el propósito de desarrollo local.Os crimes ocorridos com barragens de rejeitos em Mariana e Brumadinho, no estado de Minas Gerais, expuseram o perigo destas estruturas de contenção. A atividade da mineração é altamente lucrativa, mas impacta negativamente os territórios nos quais é realizada. De um lado, para auferir lucros cada vez maiores, as mineradoras optam pelas barragens de rejeitos com menor custo, menosprezando assim a segurança. Por outro lado, o Estado, ao atuar com omissão ou dubiedade na edição de leis e ao omitir-se no rigor da fiscalização das atividades mineradoras, contribui para que seus riscos sejam aumentados. Desta forma, populações que vivem nas proximidades das barragens de rejeitos vivem sem o devido apoio estatal na prevenção de riscos. O objetivo do presente artigo é analisar como a gestão social pode contribuir com o desenvolvimento local nos territórios de mineração possibilitando a construção de uma comunicação entre sociedade, estado e empresas.
