his work has as its object of study the riverside communities (traditional inhabitants of the banks of the rivers, specifically the riverside peoples of the Legal Amazon region), about which we seek to understand what characterizes them, what are their rights and what is their situation current in the face of the Covid-19 crisis and the constant threats to its existence imposed by the construction of dams. The work brings with it a critical interpretative bias regarding the fundamental guarantees of these communities that, eventually, are in check through developmentalist activities by the State, such as the construction of dams for hydroelectric plants. For this, through bibliographic survey, we raised the national and international rules that govern the relationships between the execution of developmental projects and the traditional populations in particular, the riverside, and how these populations have been affected by the construction of dams and, more recently, by the Covid-19 pandemic. In this way, we could see that, despite some advances in terms of guaranteeing the fundamental rights of such populations, the government continues to adopt inefficient policies for the preservation of their way of life, causing their existence to be continually threatened.
