The disarticulation of regional integration in South America: some considerations on UNASUL

Resumo: In the geopolitical context of Latin America, Brazil has played a very important role in regional integration with the formation of the economic bloc, the Southern Common Market (MERCOSUR), in 1991, and the intergovernmental bloc, the Union of South American Nations (UNASUR), in 2008. In the early 2000s, the integration process was strengthened with the arrival of left and center-left governments, facilitating dialogue in search of regional integration, already proposed from various attempts since 1960. However, with the arrival of right and far-right governments in the middle of the second decade of the 2000s, a disarticulation in regional integration begins, UNASUR, for example, was emptied, and governments with a right-wing bias created Prosul (Forum for the Progress of South America). This article aims to understand regional integration in South America from the 2000s, with the creation of UNASUR, highlighting its challenges, its disarticulation, and the attempt to resume today. For the elaboration of this article, the methodology was based on bibliographic research, in addition to the collection of secondary data on official websites for the realization of tables, maps, and graphics, necessary for the comprehension of the theme. UNASUR represented an important project of regional integration, with a bias not only economic, including multiple dimensions, the social, the political, and the cultural, in addition to the environmental and defense issues, thus assuming a valuable task of establishing an institutional bloc in South America, however, with the entry of far-right and right governments, it was observed its disarticulation, consequently of regional integration in the subcontinent, bringing new challenges.

A principios de los años 2000, el proceso de integración se fortaleció con la llegada de gobiernos de izquierda y centro-izquierda, facilitando el diálogo en busca de la integración regional, ya propuesta a partir de varios intentos desde 1960. Sin embargo, con la llegada de gobiernos de derecha y extrema derecha en la mitad de la segunda década de los años 2000, comienza a ocurrir una desarticulación en la integración regional, la UNASUR, por ejemplo, es vaciada y los gobiernos con sesgo de derecha crearon el Prosul (Foro para el Progreso de América del Sur). Este artículo tiene como objetivo comprender la integración regional en América del Sur a partir de los años 2000, con la creación de la UNASUR, destacando sus desafíos, su desarticulación y el intento de reanudación en la actualidad. Para la elaboración de este artículo, la metodología se basó en investigación bibliográfica, además del levantamiento de datos secundarios en sitios oficiales para la realización de cuadros, mapas y gráficos, necesarios para la comprensión del tema. La UNASUR representaba un proyecto importante de integración regional, con sesgo no solo económico, incluyendo múltiples dimensiones, la social, la política y la cultural, además de la cuestión ambiental y de defensa, asumiendo así, una valiosa tarea de establecer un bloque institucional en América del Sur, sin embargo, con la entrada de gobiernos de extrema derecha y derecha, se observó su desarticulación, consecuentemente de la integración regional en el subcontinente, trayendo nuevos desafios.No contexto geopolítico da América Latina, o Brasil teve um papel muito importante na integração regional com a formação do bloco econômico Mercado Comum do Sul (MERCOSUL), em 1991, e do bloco intergovernamental União das Nações Sul-Americanas (UNASUL), em 2008. No início dos anos 2000, o processo de integração foi fortalecido com a chegada de governos de esquerda e centro-esquerda, facilitando o diálogo em busca da integração regional, já proposta a partir de várias tentativas desde 1960. Entretanto, com a chegada de governos de direita e extrema-direita na metade da segunda década dos anos 2000, começou a ocorrer uma desarticulação na integração regional. A UNASUL, por exemplo, foi esvaziada, e os governos com viés de direita criaram o Fórum para o Progresso da América do Sul (Prosul). Assim, este artigo tem como objetivo compreender a integração regional na América do Sul a partir dos anos 2000, com a criação da UNASUL, destacando seus desafios, sua desarticulação e a tentativa de retomada na atualidade. A metodologia deste estudo se baseou em pesquisa bibliográfica, além do levantamento de dados secundários em sites oficiais para a realização de quadros, mapas e gráficos, necessários para a compreensão do tema. A UNASUL representava um projeto importante de integração regional, com viés não somente econômico, mas com múltiplas dimensões, como social, política e cultural, além da questão ambiental e de defesa, assumindo, assim, a valiosa tarefa de estabelecer um bloco intergovernamental na América do Sul.
