Nature conservation has gone through a long process of maturation in philosophical, theoretical and technological terms. This process of change was stimulated by the challenges imposed on understanding the dynamism of complex society-nature interactions. In general, the simultaneous development of the capitalist production model, in its industrialist form, supported by the advances of science and based on the pillars of the Judeo-Christian civilization, dissociated, over historical time, society and nature. In recent times, the challenge of generating less impactful and more rational development models led to the creation of the concept of ecosystem services and, as a corollary of this, the Payment for Environmental Services – PSA. It is in this context that the general objective of this article is to contextualize and understand the emergence and development of this concept. The chosen methodology consists of an exploratory approach, based on bibliographic reviews. There is an advance in the construction of the theoretical, legal, institutional, and methodological, international and domestic framework to sustain the necessary changes to enhance the improvement of the “society-nature relationship”. The applicability of the methodologies and the effectiveness of the law permeates the broad understanding of government officials and society, as public managers, and important actors in/for improving the lives of populations and forming an environmental awareness.
