Multidimensionality of Rural Development in the municipalities of Ceará

Resumo: | This article intends to measure rural development in the municipalities of Ceará, through the creation of a Rural Development Index (IDRURAL), identifying its main conditioning factors. To this end, 29 indicators were selected that contemplate different dimensions of rural development. The methodological procedures used were: Factor Analysis for the construction of IDRURAL and the cluster analysis was used to identify the similarities between the municipalities of Ceará, in terms of the level of rural development. The analysis of the main components showed that the indicators related to education, income, labor, housing conditions, soil conservation practices, access to electricity and rural credit, as well as other variables analyzed, better explain the level of rural development in Ceará. The results showed that only 25 municipalities in Ceará (13.59%) had high levels of rural development. The intermediate IDRURAL cluster, on the other hand, contains the largest number of municipalities, equivalent to a total of 81 (44.02%). The cluster with low IDRURAL corresponds to a total of 78 (42.39%) municipalities cearenses. |

Para ello, se seleccionaron 29 indicadores que contemplan diferentes dimensiones del desarrollo rural. Los procedimientos metodológicos utilizados fueron: Análisis Factorial para la construcción de IDRURAL y el análisis de conglomerados (clusters) para identificar las similitudes entre los municipios de Ceará, en cuanto al nivel de desarrollo rural. El análisis de los principales componentes mostró que los indicadores relacionados con educación, ingresos, trabajo, condiciones de la vivienda, prácticas de conservación del suelo, acceso a electricidad y crédito rural, así como otras variables analizadas, explican mejor el nivel de desarrollo rural en Ceará. Los resultados mostraron que solo 25 municipios de Ceará (13,59%) tenían altos niveles de desarrollo rural. El cluster intermedio IDRURAL, en cambio, contiene el mayor número de municipios, equivalente a un total de 81 (44,02%). El conglomerado (cluster) con bajo IDRURAL corresponde a un total de 78 (42,39%) municipios de Ceará.O presente artigo pretende mensurar o desenvolvimento rural nos municípios do Ceará, por meio da elaboração de um Índice de Desenvolvimento Rural (IDRURAL), identificando os seus principais fatores condicionantes. Para tanto, foram selecionados 29 indicadores que contemplam diferentes dimensões do desenvolvimento rural. Os procedimentos metodológicos utilizados foram: a Análise Fatorial para a construção do IDRURAL e a análise de agrupamentos (clusters) para identificar as similaridades entre os municípios cearenses, quanto ao nível de desenvolvimento rural. A análise dos componentes principais mostrou que os indicadores relacionados à educação, renda, mão de obra, condições de habitação, práticas de conservação do solo, acesso à energia elétrica e ao crédito rural, bem como outras variáveis analisadas, explicam melhor os níveis de desenvolvimento rural cearense. Os resultados mostraram que apenas 25 municípios do Ceará (13,59%) apresentaram altos níveis de desenvolvimento rural. Já o cluster com IDRURAL intermediário contém o maior número de municípios, equivalente ao total de 81 (44,02%).
