THE Analysis impacts of the legislation of Permanent Protection Areas –APP on the cerrado landscape: case study of the municipality of Diamantino – MT

Resumo: Environmental protection in Brazil is premised on the attempt to unite environmental and legislative technical issues. The main objective of this work is to analyze the impacts of environmental legislation, especially on Permanent Protection Areas, in the Cerrado landscape, taking as an example the municipality of Diamantino - MT. The data used in this research were from the Rural Environmental Registry - RER, through the CAR - SICAR System, from the Federal Technical Registry Information Bulletin and from the Cerrado Knowledge Project, with data on land use and occupation from MAPBIOMAS. When analyzing the spatial distribution of APPs in the municipality of Diamantino - MT, a fragmentation of protection areas is evident. In a few cases, preservation corridors are formed in the municipality, especially in the eastern portion of the municipality. Therefore, when analyzing APPs in general in the Cerrado, and specifically in the municipality of Diamantino, in light of the use of current environmental legislation, it is clear that the flaws contained in the norms benefit only the political and economic side. In this way, this issue, if not treated with the seriousness that it asks, can cause a great imbalance in the natural environment.

El objetivo principal de este trabajo es analizar los impactos de la legislación ambiental, especialmente en las Áreas de Protección Permanente, en el paisaje del Cerrado, tomando como ejemplo el municipio de Diamantino - MT. Los datos utilizados en esta investigación fueron del Registro Ambiental Rural - RAR, a través del Sistema CAR - SICAR, del Boletín Informativo del Registro Técnico Federal y del Proyecto Saber Cerrado, con datos de uso y ocupación de suelo de MAPBIOMAS. Al analizar la distribución espacial de las APP en el municipio de Diamantino - MT, se evidencia una fragmentación de las áreas de protección. En algunos casos, se forman corredores de preservación en el municipio, especialmente en la parte este del municipio. Por lo tanto, al analizar las APP en general en el Cerrado, y específicamente en el municipio de Diamantino, a la luz del uso de la legislación ambiental vigente, es claro que las fallas contenidas en las normas benefician solo el lado político y económico. De esta forma, este tema, si no se trata con la seriedad que pide, puede provocar un gran desequilibrio en el medio natural.A proteção ambiental no Brasil tem como premissa a tentativa de união entre as questões técnica ambientais e as legislativas. O objetivo principal deste trabalho é analisar os impactos das legislações ambientais, em especial sobre Áreas de Proteção Permanente, na paisagem do cerrado, tendo como exemplo o município de Diamantino - MT. Os dados utilizados nesta pesquisa foram da base do Cadastro Ambiental Rural – CAR, por meio do Sistema CAR – SICAR, do Boletim Informativo do Cadastro Técnico Federal e do Projeto de Conhecimento do Cerrado, com dados de uso e ocupação do solo do MAPBIOMAS. Ao analisar a distribuição espacial das APP’s no município de Diamantino – MT é notório uma fragmentação das áreas de proteção. Em poucos casos se formam corredores de preservação no município, em especial na porção leste do município. Portanto, ao analisar as APP’s de forma geral no Cerrado, e em específico no município de Diamantino, a luz do uso da legislação ambiental vigente, é notória que as falhas contidas nas normas beneficiam somente o lado político e econômico.
