The Sector Players’ Perception on the Influence of Sugarcane Environmental Protocol in Corporate Environmental Management Process: A Study of Industry Managers in the Middle Region of Assis-SP

Resumo: Brazilian agriculture has undergone an unprecedented environmental crisis. In this scenario, it is the agribusiness and sugarcane suppliers, working in the sugarcane industry, which have had a strong growth, with significant economic, social and environmental impacts. Studies have shown that the inclusion of environmental concerns in corporate management can bring competitiveness gains for organizations, as well as improve their image before their stakeholders. The social demand for a cleaner environment, coupled with increasing environmental regulation, have forced companies in this sector to perform and participate in extensive programmes for prevention and mitigation of environmental impacts. In this design, the Agro-environmental Protocol for the Paulista sugarcane industry has arisen, consisting of a cooperation agreement signed in June 2007 between the government of the State of São Paulo, represented by the Secretaries of State for the Environment; Agriculture and Supply; Industry Union of cane sugar; and the Sugar Cane Growers Organization's South-Central Region. The research presented here aimed to investigate the perception of managers of agribusinesses and suppliers located in the middle region of Assis-SP on the influence of the Agro-environmental Protocol in corporate environmental management process. Nineteen semi-structured interviews with the environmental managers of each signatory organization were applied. The results showed strong influence of the Agro-environmental Protocol in environmental management processes of organizations, especially with the implementation and enforcement actions to meet the directive techniques of the Agro-environmental Protocol, which has contributed to organizations internalize environmental issues and moving towards a more proactive stance.

En este escenario, son proveedores de agro negocios y caña de azúcar, que trabajan en la industria de la caña de azúcar, que tiene un fuerte crecimiento, con impactos económicos, sociales y ambientales. Los estudios han demostrado que la inclusión de las preocupaciones ambientales en la gestión empresarial puede traer ganancias de competitividad para las organizaciones, así como mejorar su imagen ante sus grupos de interés. La demanda social de un medio ambiente más limpio, junto con el aumento de la regulación ambiental ha obligado a las empresas en este sector para realizar y participar en amplios programas de prevención y mitigación de los impactos ambientales. En este diseño, surge el Protocolo Agro ambiental de la industria de la caña de azúcar de Sao Paulo que consiste en un acuerdo de cooperación firmado en junio de 2007 entre el Gobierno del Estado de São Paulo, representada por los Secretarios de Estado para el Medio Ambiente; Agricultura y Abastecimiento; Sindicato de la Industria de la caña de azúcar; y la Región Centro-Sur de la Organización de Productores de Caña de Azúcar. La investigación que aquí se presenta como objetivo investigar la percepción de los gerentes de empresas agrícolas y proveedores ubicados en la región media de Assis-SP sobre la influencia del Protocolo Agro ambiental en el proceso de la gestión ambiental de las empresas. Se aplicaron Diecinueve entrevistas semi estructuradas con los gestores ambientales de cada organización firmante. Los resultados mostraron una fuerte influencia del Protocolo Agro ambiental en los procesos de gestión ambiental de las organizaciones, sobre todo con las acciones de aplicación y cumplimiento para satisfacer las técnicas de dirección del Protocolo Agro ambiental, que ha contribuido en las organizaciones que internalizan las cuestiones ambientales y avanzan hacia una postura más proactiva.A agricultura brasileira tem passado por uma crise ambiental sem precedentes. Estudos têm evidenciado que a inserção da dimensão ambiental na gestão corporativa pode trazer ganhos de competitividade para as organizações, além de melhorar sua imagem diante de seus stakeholders. A demanda social por um ambiente mais limpo, aliada ao aumento da regulação ambiental, tem forçado as empresas desse setor a realizar e participar de programas extensivos de prevenção e mitigação dos impactos ambientais. Dessa concepção, surge o Protocolo Agroambiental do Setor Sucroenergético Paulista, que consiste num acordo de cooperação assinado em junho de 2007 entre o governo do Estado de São Paulo, representado pelas Secretarias de Estado do Meio Ambiente; da Agricultura e Abastecimento; a União da Indústria de Cana-de-Açúcar; e a Organização de Plantadores de Cana da Região Centro-Sul. A pesquisa aqui apresentada objetivou apurar a percepção dos gestores das agroindústrias e fornecedores situados na mesorregião de Assis-SP sobre a influência do Protocolo Agroambiental no processo de gestão ambiental empresarial. Foram aplicadas dezenove entrevistas semiestruturadas com gestores vinculados com aspectos ambientais dos casos objetos de estudos (4 produtores, 2 fornecedores e uma associação).
