Prospective Analysis and Critique of the Territory of Araquari: The Relationship Between Sustainability Criteria in the City Master Plan and Territorial Sustainable Development (TSD)

Resumo: The article deals with the prospective analysis and criticism for the territory of Araquari (Santa Catarina) according to the sustainability criteria of Ignacy Sachs and the Master Plan in the field of Sustainable Territorial Development (DTS). The research is qualitative and exploratory and uses a socio-historical context of Araquari.  The objective is to identify the potential of the territory and to highlight the role of the management of organizational settings and social transformations, during an automotive factory installation in 2014 (Bayerische Motoren Werke - BMW). Through evaluation of the sustainability criteria, the Master Plan of the municipality is assessed with regard to the managers and civil society, state and market, with terms and Reflections of DTS and the expectations and challenges in view of the managers. The research reports on aspects of Brazilian municipalities that are home to complex automotive and crossed processes with the expectation that positive and similar processes should happen in Araquari. The study concludes with the need to comply to the letter of the Master Plan by all stakeholders in accordance with its guidelines. It is essential that the following requirements be addressed: the social functions of the city, social function of property, sustainability, equality in social justice, and democratic and participatory management.

La investigación es de carácter cualitativo y exploratorio realizado por el contexto socio-histórico del municipio con el objetivo de identificar las potencialidades del territorio y poner de relieve las posibilidades de los actores, la gestión, la configuración de la organización y la transformación social, de acuerdo con la instalación de fabrica automotora en 2014 (BayerischeMotorenWerke - BMW). A través de la evaluación de los criterios de sostenibilidad, el Plan del director de municipio es avaliado mediante los actos de la sociedad civil, Estado y mercado, con términos y reflexiones  de DTS con las expectativas y desafíos en vista de los actos. El estudio relata aspectos de  municipios brasileños que son  sedes de complejo automotivo y que atraviesan procesos semejantes y positivos por el cual pasara el municipio de Araquari.  El estudio concluye con la necesidad de haber cumplido con todos los actos del Plan directivo de todos los directores de acuerdo con sus directrices, siendo esencial que los siguientes requisitos: funciones sociales de la ciudad, función social de la propiedad, la sostenibilidad, la igualdad y justicia social, la gestión democrática y participativa.O artigo trata da análise prospectiva e crítica do território de Araquari (Santa Catarina), de acordo com os critérios de sustentabilidade de Ignacy Sachs e com o Plano Diretor Municipal no campo do desenvolvimento territorial sustentável. A pesquisa é qualitativa e exploratória. Leva em conta o contexto sócio-histórico do município, tendo o objetivo de identificar potencialidades do território e destacar possibilidades para os atores, a gestão, as configurações organizacionais e as transformações sociais decorrentes da instalação de uma fábrica automotora da Bayerische Motoren Werke (BMW) até 2014. Os critérios de sustentabilidade do Plano Diretor são avaliados sob a ótica da sociedade civil, Estado e mercado. A pesquisa analisa aspectos de municípios brasileiros que são sedes de complexos automotivos e que atravessaram processos semelhantes ao de Araquari.
