Changes in the Forest Code: An Institutional Analysis of The Perception of Agricultural Producers in a City in the State of Paraná

Resumo: An extensive restructuring of environmental institutions is occurring due to search of greater awareness of environmental preservation. In Brazil, the discussion of environmental problems is not new and the topic is the subject of a current heated debate. The main current discussion is the new Forest Code (Law 12.651/12), mainly due to changes in relation to small farms. This study aims to verify the farmer’s opinion about these changes. To this, semi-structured interviews were conducted with farmers in a city in Northern Paraná, and the data were analyzed by the technique of analysis of the collective discourse. It was observed that there are misconceptions regarding the interpretation of legislation, especially as regards the Permanent Preservation Areas and Legal Reserves.

En Brasil, la discusión de los problemas ambientales no es nuevo y es el actual debate sobre este tema. La principal discusión actual es el nuevo Código Forestal (Ley 12.651/12), debido principalmente a los cambios en relación con las pequeñas granjas. Este estudio tiene como objetivo verificar los agricultores acerca de estos cambios. Con este fin, las entrevistas con los agricultores semi estructurada en una ciudad en el norte de Paraná, y se realizaron los datos analizados por la técnica de análisis del discurso colectivo. Se observó que existen ideas erróneas acerca de la interpretación de la legislación, especialmente en relación con Áreas de Preservación Permanente y reservas legales.Uma vasta reestruturação das instituições ambientais vem ocorrendo em busca de maior conscientização quanto à preservação ambiental. No Brasil, a discussão sobre os problemas ambientais não é nova e é acalorado o atual debate sobre este tema. A principal discussão atual é o novo Código Florestal (lei 12.651/12), principalmente devido às alterações em relação às pequenas propriedades rurais. Este trabalho objetiva verificar a opinião dos agricultores acerca dessas mudanças. Para tanto, foram realizadas entrevistas semiestruturadas com agricultores de um município do norte do Paraná, sendo os dados analisados por meio da técnica de análise do discurso coletivo.
