Hydroelectric Plants and Municipal Development: The Case of the Hydroelectric Plants of the Pelotas-Uruguay Complex

Resumo: | Hydropower plants are central projects to the Brazilian economic growth strategy, being a priority in Brazilian plans of energy offering expansion and important to meet the needs of the domestic and industrial energy supply in national scale. However, most of the adverse impacts associated with hydropower plants occur in local and regional scales, even if the Federal Government argues that these projects are conductive to the development of the region they affect. Considering that there is still no sufficient empirical evidence that hydropower plants induce such development in local and regional scales, this work seeks to verify the association between hydropower plants and development, taking into account the development performance of the municipalities affected by the plants in the cities of Itá, Barra Grande, Machadinho e Campos Novos, all located in the Pelotas and Uruguai rivers (in the frontier of the States of Santa Catarina and Rio Grande do Sul). These hydropower plants were installed from 2000 to 2010. In order to verify such association, the municipalities affected by these plants were compared to other municipalities located in the same watershed. 37 indicators regarding social, economic and environmental issues were statistically compared for the two groups of municipalities. The results evince that municipalities that host hydropower plant powerhouses show a more expressive growth of their economy, a phenomenon accompanied by increase in inequalities, child labour and sewage deposit. As a main conclusion, it was found that hydropower plants are associated with a process of municipalities’ economic growth that is not utilized to mitigate the increase of social-economic inequalities and environmental problems. |

Sin embargo, evidencias científicas sostienen que los principales impactos negativos de las centrales hidroeléctricas ocurren en las escalas local y regional, aunque el Gobierno Federal justifique que esos proyectos inducen el desarrollo de las regiones afectadas. Considerando que aún no existen evidencias empíricas suficientes de que centrales hidroeléctricas inducen desarrollo en las escalas local y regional, este trabajo tiene como objetivo verificar esta asociación considerándose los desempeños de desenvolvimiento de los municipios afectados por las centrales hidroeléctricas de Itá, Barra Grande, Machadinho y Campos Novos, ubicadas en los ríos Pelotas y Uruguay, entre Santa Catarina y Rio Grande do Sul, en el periodo de 2000 a 2010. Para eso, los municipios afectados por estas usinas hidroeléctricas fueron comparados estadísticamente con los demás municipios de la misma cuenca hidrográfica por medio de 37 indicadores sociales, económicos y ambientales. Los resultados obtenidos demostraran que los municipios que cedían las casas de fuerza (y por eso que reciben más recursos) presentan un aumento más expresivo de sus economías internas, acompañado de aumento de las desigualdades, trabajo infantil y lanzamiento de alcantarillado. La principal conclusión es que las centrales hidroeléctricas están asociadas al crecimiento de las economías municipales, pero sin que ese crecimiento sea aprovechado para mitigar el aumento de la desigualdad y de los problemas medioambientales.Usinas hidrelétricas são empreendimentos centrais na estratégia de crescimento econômico brasileiro e são prioritárias nos planos de expansão da oferta de energia elétrica, suprindo o abastecimento doméstico e industrial na escala nacional. Por outro lado, evidências científicas sustentam que grande parte dos impactos negativos decorrentes da implantação e operação das usinas hidrelétricas ocorre nas escalas locais e regionais, ainda que o Governo Federal empregue a justificativa de que elas sejam indutoras de desenvolvimento nas regiões afetadas. Considerando que ainda não existem evidências empíricas suficientes de que usinas hidrelétricas induzam desenvolvimento nas escalas local e regional, este trabalho objetivou verificar essa associação considerando-se os desempenhos de desenvolvimento dos municípios afetados pelas usinas hidrelétricas de Itá, Barra Grande, Machadinho e Campos Novos, localizadas nos rios Pelotas e Uruguai, entre Santa Catarina e Rio Grande do Sul, no período de 2000 a 2010. Para isso, os municípios afetados por essas usinas hidrelétricas foram comparados estatisticamente com os demais municípios da mesma bacia hidrográfica por meio de 37 indicadores sociais, econômicos e ambientais.
