University-Company Cooperation in a Hydroelectric Plant: Cooperation Study in Environmental Management

Resumo: Hydroelectric power plants are considered strategic for the country when considering their relevance and impact on other sectors of the economy. However, the dynamics of the operation of a plant, its support structure and power generation activities can cause impacts on the environment, which must be constantly monitored in order to mitigate any environmental risks. The purpose of this study is to examine the partnership relations between a plant by menas of the creation of a department within the environmental management and universities and research institutes to identify specific partnerships in environmental management and hydroelectric plants. Six projects have been selected for analysis, four of them related to projects with universities and two related to cooperation with research institutes. The focus of the analysis was restricted to the main points observed in the management of these partnerships, which are: (a) motivation for establishing partnerships, (b) the composition of the estimated costs for implementing these partnerships, (c) the difficulties of reconciling technical management and financial management, and (d) the measurement of results and contributions from these interactions. Administrative practices of management of partnerships were also analyzed in the stages preceding cooperation for cooperation and further cooperation. Although other such studies are needed to strengthen the findings presented, one can conclude that the purposes of the establishment of cooperation in environmental management differ from those observed in other fields of knowledge such as engineering and biotechnology, for example.

Sin embargo, la dinámica de funcionamiento de una planta, su estructura de apoyo y actividades de generación de energía pueden causar impactos sobre el medio ambiente, que debe ser monitoreado constantemente con el fin de mitigar los riesgos ambientales. El propósito de este estudio es analizar las relaciones de asociación establecidas entre una planta a través del departamento se inserta en el área de gestión del medio ambiente, y las universidades e institutos de investigación para identificar asociaciones específicas en la gestión ambiental y las plantas hidroeléctricas. Seis casos son seleccionados para el análisis, cuatro de ellos relacionados con proyectos con universidades y dos relacionadas con la cooperación con los institutos de investigación. El foco del análisis se limitó a los principales puntos señalados en la gestión de estas asociaciones, que son: (a) las motivaciones para el establecimiento de asociaciones; (b) la composición de los costos para hacer tales asociaciones; (c) las dificultades de conciliar la gestión técnica y gestión financiera; (d) la medición de los resultados y las contribuciones de estas interacciones. Procedimientos administrativos de las asociaciones de gestión también se analizaron en los pasos que conducen a la cooperación durante y después de la cooperación. Aunque otros estudios de esa naturaleza reforzaron los resultados presentados, se puede decir que los efectos de establecer relaciones de cooperación en el área de gestión ambiental difieren de los observados en otros campos del saber, como la ingeniería y biotecnología, por ejemplo.As usinas hidrelétricas são consideradas estratégicas para o país quando se analisa sua relevância e impacto para os demais setores da economia. Entretanto, a dinâmica de funcionamento de uma usina, sua estrutura de apoio e as atividades de geração de energia podem causar impactos ao meio ambiente, os quais devem ser constantemente monitorados, com o propósito de mitigar eventuais riscos ambientais. O propósito do presente estudo consiste em analisar relações de parceria estabelecidas entre uma usina, por meio de departamento inserido na área de gerenciamento ambiental, e universidades e institutos de pesquisa, visando identificar especificidades das parcerias em gestão ambiental e com usinas hidrelétricas. Selecionaram-se seis projetos para análise, sendo quatro deles relacionados a projetos com universidades e dois relacionados à cooperação com institutos de pesquisa. O foco da análise foi restrito aos principais pontos observados na gestão dessas parcerias, quais sejam: (a) motivações para estabelecer parcerias; (b) a composição dos custos previstos para viabilizar essas parcerias; (c) as dificuldades de conciliar a gestão técnica e a gestão financeira; e (d) a mensuração dos resultados e contribuições provenientes dessas interações. As práticas administrativas de gestão das parcerias também foram analisadas nas fases que antecedem a cooperação, durante a cooperação e após a cooperação.
