Selective Collection of Recyclable Trash in Angra dos Reis/RJ: Analysis of Municipal Evolution and Popular Participation

Resumo: The Selective Collection Program involves the participation of the public sectors, private initiative and organized segments of civil society, and the effective involvement of the population is fundamental to its success. Therefore, the objective of this paper is to evaluate the evolution of the Selective Collection Program in the municipality of Angra dos Reis/RJ, especially, verifying if it has popular participation, either reducing the waste generation or creating new jobs and promoting social inclusion. In addition to documentary and bibliographical research, semi-structured and unstructured interviews were conducted with the different community actors involved in the program, characterizing a qualitative case study. In the end, we verified that the popular participation is not intense in this municipality, being necessary actions and incentive of the public authority aiming at its strengthening. We concluded that the selective collection requires greater dissemination, broadening the scope of the program (including door-to-door collection) and new financial investments in order to increase the popular participation by creating new habits in the separation of organic and recyclable waste, giving the correct destination to recyclable materials.

Por lo tanto, el objetivo de este estudio es evaluar la evolución del Programa de Recolección Selectiva en el municipio de Angra dos Reis/RJ, en particular, para verificar que tiene la participación popular, ya sea mediante la reducción de la generación de residuos es la creación de nuevos puestos de trabajo y la promoción de la inclusión social. Además de la investigación documental y bibliográfica, entrevistas semiestructuradas y no estructuradas se llevaron a cabo con los diferentes actores de la comunidad que participan en el programa, se caracteriza como un estudio de caso cualitativo. Al final, se encontró que la participación popular en este municipio no es intensa, que requiere acciones y animar a las autoridades públicas a su fortalecimiento. Se concluyó que la recogida selectiva requiere una mayor divulgación, la expansión de la cobertura del programa (incluyendo la recogida puerta a puerta) y nuevas inversiones, para aumentar la participación de la población, a través de la creación de nuevos hábitos en la separación de residuos orgánicos y reciclable, dando el destino correcto para los materiales reciclables.O Programa de Coleta Seletiva envolve a participação dos setores públicos, iniciativa privada e segmentos organizados da sociedade civil, sendo a efetiva participação da população fundamental para o seu sucesso. Diante disso, o objetivo desse trabalho é avaliar a evolução do Programa de Coleta Seletiva no município de Angra dos Reis/RJ, especialmente, verificando se o mesmo conta com a participação popular, seja reduzindo a geração de resíduos, seja criando novos postos de trabalho e promovendo inclusão social. Além das pesquisas documentais e bibliográficas, foram conduzidas entrevistas semi-estruturadas e não estruturadas com os diferentes atores da comunidade envolvidos no programa, caracterizando-se como estudo de caso qualitativo. Ao final, verificou-se que a participação popular nesse município não é intensa, sendo necessários ações e incentivo do poder público visando o seu fortalecimento.
