Social and Environmental Disclosure: An Analysis of Social Balance of Electricity Sector Companies in the South and Northeast Regions of Brazil

Resumo: Based on the social responsibility indicators of the Instituto Brasileiro de Análises Sociais e Econômicas (IBASE) model, this paper identifies the social and environmental disclosure level of electricity distribution companies in Brazilian market. The method chosen was the descriptive research to obtain results in a qualitative approach for the problem. The technical procedure used was documentary research. Data was collected over the social balance sheet released by several companies’ websites between 2009 and 2010. In the Northeast region, the companies Companhia de Eletricidade do Estado da Bahia (COELBA), Companhia Energética de Pernambuco (CELPE) and Companhia Energética do Rio Grande do Norte (COSERN) had the highest levels of social disclosure. COELBA, for example, obtained the maximum score according to the score methodology proposed by the paper. Coming from the South area, the best ranked was Companhia Paranaense de Energia (COPEL), from Paraná state, which disclosed 99% of the information analyzed in this study. Average level of disclosure of companies by region remained practically stable between the years 2009 and 2010. In general, companies located in the Northeast region evidenced a higher percentage of social and environmental information compared to companies of South region.

Para eso, se adoptó una investigación descriptiva sobre los objetivos, con un enfoque del problema cualitativo. El procedimiento técnico utilizado fue la investigación documental. Los datos fueron recolectados en balances sociales publicados en los años 2009 y 2010 en los sitios web de las empresas. Al analizar los resultados, se observó que las empresas Companhia de Eletricidade do Estado da Bahia (COELBA), Companhia Energética de Pernambuco (CELPE) y Companhia Energética do Rio Grande do Norte (COSERN) – todas ellas localizadas en el Nordeste de Brasil – obtuvieron los mayores niveles de divulgación socio ambiental entre las empresas de la región. La COELBA divulgó todos los ítems analizados en la investigación, alcanzando la puntuación máxima (82 puntos). Entre las empresas de la región Sur, cabe destacar la Companhia Paranaense de Energia (COPEL), ubicada en Paraná, que reveló 99% de la información analizada en este estudio. El promedio de los niveles de divulgación de las empresas de la región, entre los años 2009 y 2010 se mantuvo prácticamente igual. En general, las empresas ubicadas en la región Nordeste mostraron un porcentaje de información socio ambiental superior a las empresas del Sur.Este artigo objetiva identificar o nível de evidenciação socioambiental de empresas distribuidoras de energia elétrica, a partir dos indicadores de responsabilidade social e ambiental proposto pelo modelo do Instituto Brasileiro de Análises Sociais e Econômicas (IBASE). Nesse intuito, foi feita a opção por uma pesquisa de natureza descritiva quanto aos objetivos, com a abordagem qualitativa do problema. O procedimento técnico utilizado foi a pesquisa documental. Os dados foram coletados dos balanços sociais divulgados nos sítios eletrônicos das empresas, correspondentes aos anos de 2009 e 2010. Na análise dos resultados, observou-se que as empresas Companhia de Eletricidade do Estado da Bahia (COELBA), Companhia Energética de Pernambuco (CELPE) e Companhia Energética do Rio Grande do Norte (COSERN) – todas localizadas na região Nordeste do Brasil –, obtiveram os maiores níveis de divulgação de informação socioambiental entre as empresas da região. A COELBA evidenciou todos os itens analisados na pesquisa, alcançando a pontuação máxima (82 pontos). Dentre as empresas da região Sul, cabe destacar a Companhia Paranaense de Energia (COPEL), localizada no Paraná, que noticiou 99% das informações analisadas neste estudo. A média dos níveis de evidenciação das empresas por região, entre 2009 e 2010, manteve-se praticamente constante.
