Knowledge management in project management offices: diagnosis and definition of strategies for a private research institute

Resumo: | Effective Knowledge Management (KM) practices have provided improvements in project performance. Literature indicates that Project Management Office (PMO) has an important role to play in reducing the barriers that hamper the transfer of knowledge among projects. However, there are still few studies that relate KM practices in project offices. As an attempt to fulfil this research gap, the present paper aims to analyze knowledge management practices applied by a PMO belonging to a private institution of science, technology and innovation. Through a case study, a questionnaire based on the Asian Productivity Organization (APO) KM model was applied with project managers to diagnose the current stage of maturity in KM, in addition to semi-structured interviews with a view to identifying current initiatives and opportunities for improvement in the KM strategy of that institution. The main results indicate that the organization is in an initial stage of maturity in KM and it is concluded that in order to reach higher levels of maturity and to act more assertively in supporting the projects, the PMO needs to act more effectively in the knowledge transfer among projects. The study indicates a set of KM practices that can be applied in different project offices. |

Práticas efetivas de Gestão do Conhecimento (GC) têm proporcionado melhorias no desempenho dos projetos, e a literatura indica que os Escritórios de Gerenciamento de Projetos (também conhecidos pela sigla PMO, do inglês Project Management Office) possuem um importante papel para reduzir as barreiras que prejudicam a transferência do conhecimento entre os projetos. Entretanto, ainda são escassos os estudos que relacionam as práticas de GC em PMOs. Diante de tal lacuna, esta pesquisa tem por objetivo analisar as práticas de GC utilizadas pelo PMO pertencente a uma instituição privada de ciência, tecnologia e inovação. Por meio de um estudo de caso, aplicou-se o questionário do modelo de GC da Asian Productivity Organization (APO) com gerentes de projetos visando diagnosticar o estágio atual de maturidade em GC, além de ter sido aplicada também uma entrevista semiestruturada com vistas a identificar as iniciativas correntes e as oportunidades de melhoria na estratégia de GC daquela instituição. Os resultados obtidos indicam que a organização encontra-se em estágio inicial de maturidade em GC, e a partir daí conclui-se que, para alcançar níveis elevados de maturidade e ser mais assertivo no apoio aos projetos, o PMO precisa atuar de forma mais efetiva na transferência do conhecimento entre os projetos. Para tanto, o estudo indica um conjunto de práticas da GC que podem ser aplicadas em diferentes PMOs.
