The Strategic Alignment for the preparation of the portfolio of projects in the Strategic Planning 2017-2018 of the Legislative Assembly of Rio Grande do Norte

Resumo: | This article describes the process of choosing, a portfolio of strategic projects carried out in the Strategic Planning 2017-2018 of the Legislative Assembly of the State of Rio Grande do Norte (ALRN), Brazil. Methodologically, the qualitative research was characterized by a case study of multiple sources of evidence (Yin, 2016), with three phases: systematic understanding, compilation of the data regarding portfolio formation and analysis of the final product, in order to clarify as did the process of choosing the project portfolio in the Strategic Planning 2017-2018, as well as to draw up a profile of portfolio formation in relation to the strategic alignment sought by ALRN. The results pointed to a strategic alignment where the phases of defining strategic axes, disposal criteria and linking the fourteen projects in the creation of the portfolio of strategic projects were identified. However, attention, is paid to the inclusion of projects directly by the institution’s management in the final definition phase of the portfolio, which is a risk factor for the maintenance of the alignment, for not following the general portfolio construction methodology. Thus, the article aims to contribute to the discussions on the topic, starting from a perspective of strategic alignment where a discussion about the form of project selection is added to guarantee the proper priority within the organization, seeking efficiency and effectiveness in its processes. |

Metodologicamente, a pesquisa qualitativa caracterizou-se por um estudo de caso de múltiplas fontes de evidência (Yin, 2016), com três fases: entendimento de sistemáticas, compilação dos dados quanto à formação de portfólio e análise do produto final, a fim de esclarecer como ocorreu o processo de escolha do portfólio de projetos no Planejamento Estratégico 2017-2018, bem como traçar um perfil de formação de portfólio em relação ao alinhamento estratégico almejado pela ALRN. Os resultados apontaram para um alinhamento estratégico onde foram identificadas as fases de definição de eixos estratégicos, critérios de descarte e vinculação dos catorze projetos na criação do portfólio de projetos estratégicos. Contudo, registra-se, como ponto de atenção, a inclusão de projetos diretamente pela direção da instituição na fase final de definição do portfólio, fato este de risco para a manutenção do alinhamento, por não seguir a metodologia geral de construção do portfólio.
