The effect of project governance and performance management on organizational strategy: a multi-group analysis under the prism of performance indicators

Resumo: The objective of this study was to analyze the effect of Project Governance and Benefit Realization Management in Organizational Strategy, potentialized by project performance indicators, which were divided into two groups: Iron Triangle and other indicators as perceived benefit by the client and return on investment. A structural model with relationships between Project Governance, Benefit Realization Management, Project Success, Organizational Strategy and the moderating effect of project performance indicators was proposed. The sample consisted of 113 respondents who work professionally with project management. The analyzes were carried out by means of the Modeling of Structural Equations, with estimation by the method of “Partial Least Squares”. The results of the research indicated significant relationships between latent variables, with the exception of the relationship between Project Governance and Project Success, also confirmed the moderating effect that project performance indicators exert on the relationship between Project Success and Organizational Strategy. At the end of the work, a Project Governance structure model is proposed, directed to the Organizational Strategy under the context of Benefit Realization Management and using project performance indicators in a multidimensional perspective involving the whole strategic context of the organization.

Um modelo estrutural com relações entre Governança de Projetos, Gestão da Realização de Benefícios, Sucesso de Projetos, Estratégia Organizacional e efeito moderador de indicadores de desempenho de projetos foi proposto. A amostra do estudo consistiu em 113 respondentes que atuam profissionalmente com gestão de projetos. As análises foram realizadas por meio da Modelagem de Equações Estruturais, com estimação pelo método dos “Mínimos Quadrados Parciais”. Os resultados da pesquisa indicaram relações significativas entre as variáveis latentes, com exceção da relação entre Governança de Projetos e Sucesso dos Projetos, também foi confirmado o efeito moderador que os indicadores de desempenho de projetos exercem na relação entre o Sucesso de Projetos e a Estratégia Organizacional.
