The Project Management in a Court of Law: Analysis of the Deadlines for the Strategic Projects 2010-2014

Resumo: This paper analyzes the implementation of strategic projects of a Court of Justice developed the term of the Strategic Plan 2010-2014 and accompanied by the Project Management Office of the institution, in order to identify how projects and delays which the most recurrent reasons. It aims to identify the main causes for which strategic projects of the institution delayed and the most sensitive points in the dynamics of the organization's project management practice. They analyzed 773 Project Monitoring Reports (PMRs) that were produced monthly by their project managers during the execution of 66 projects contained in the aforementioned Strategic Plan. The study is funded by a bibliographic research based primarily on Guide of the Project Management Body of Knowledge (PMBOK Guide) and other authors of the project management in public sector. For the data analysis, the relationships were observed between meeting deadlines, quantity and progress of the projects, units involved and reasons for the constant delays in the progress reports. It was observed that 90% of projects had delays involving 12 functional units that have developed strategic projects. About the reasons for deviations, problems related to the management of acquisitions, the scope and stakeholders were the most frequent.

Pretende-se identificar as principais causas pelas quais os projetos estratégicos da instituição atrasam, bem como os pontos mais sensíveis na dinâmica da prática de gerenciamento de projetos da Organização. Analisaram-se 773 Relatórios de Acompanhamento de Projetos (RAPs) que foram produzidos mensalmente pelos respectivos gerentes ao longo da execução dos 66 projetos contidos no citado Plano Estratégico. O estudo é subsidiado por uma pesquisa bibliográfica embasada prioritariamente no Guia do Conhecimento em Gerenciamento de Projetos (Guia PMBOK) e além de outros autores de gerenciamento de projetos em Organizações Públicas. Para a análise dos dados, foram observadas as relações entre cumprimento de prazos, quantidades e progressos dos projetos, unidades envolvidas e motivos dos atrasos constantes nos Relatórios de Acompanhamento. Observou-se que 90% dos projetos apresentaram atrasos, envolvendo 12 unidades funcionais que desenvolveram projetos estratégicos.
