Conformity Analysis of Gdf’s Sections as an Overall Df’s it Strategy

Resumo: | Because of the significant expenditures in the area of Information Technology (IT), cases of malfeasance, the Government of the Federal District (GDF) has been putting in place some measures related to Governance and Management of IT in order to restructure this important area. As an example, it has been the creation of IT General Strategy of the DF, which has the purpose to provide agencies of the GDF guidelines for technology actions, including the development of strategic plans for IT agencies, essential to the fulfillment of the government mission. This work has analyzed the conformity of agencies with GDF General Strategy of Information Technology (GSIT), which completed one year in 2013.For this purpose, a survey was conducted online through a questionnaire with 76 questions, which included the participation of 61 government agencies. After the survey, a statistical analysis of the data was done, wich will provide actions of Governance and Management of IT to the GDF in 2014. Among the main findings of the survey are the percentage of conformity of agencies in relation to GSIT that is 51%, half of the agencies do not have a risk management plan, 40% of the agencies do not have the negotial intelligence system under their responsibility, 45% of the agencies not guarantee high availability, reliability and scalability of their network infrastructure and, finally, 45% of the agencies themselves said that their master plans are not aligned with the DF GSIT. These are relevant data that can lead to failure to deliver IT value to the State and consequently the population. |

These are relevant data that can lead to failure to deliver IT value to the State and consequently the population.Por conta dos gastos expressivos na área de Tecnologia da Informação (TI), casos de prevaricação, o Governo do Distrito Federal (GDF) vem colocando em prática algumas ações relacionadas à Governança e Gestão de TI com a finalidade de reestruturar esta importante área. Como exemplo, tem-se a criação da Estratégia Geral de TI do DF, a qual tem como proposta prover aos órgãos do Distrito Federal (DF) de diretrizes para as ações tecnológicas, inclusive para a elaboração dos planejamentos estratégicos de TI dos órgãos, essenciais para o cumprimento da missão do governo. Este trabalho fez uma análise da conformidade dos órgãos do GDF com a Estratégia Geral da Tecnologia da Informação (EGTI) do DF, que completou um ano em 2013. Para tanto, foi realizado um levantamento on-line, por meio de um questionário com 76 questões, que contou com a participação de 61 órgãos da administração do GDF. Após o levantamento, foi feito uma análise estatística dos dados e que subsidiará as ações de Governança e Gestão de TI do GDF em 2014. Dentre os principais achados do levantamento estão o percentual de conformidade dos órgãos em relação à EGTI que é de 51%, metade dos órgãos não possui um plano de gestão de risco, 40% dos órgãos não possuem a inteligência negocial dos sistemas sob sua responsabilidade, 45% dos órgãos não garantem a alta disponibilidade, confiabilidade e escalabilidade da sua infraestrutura de rede e, por fim, 30% dos órgãos afirmaram que os seus planos diretores não estão alinhados com a EGTI do DF.
