Medicine supplier qualification program at a Reference Oncology Institute: Implementation strategy

Resumo: The qualification of the suppliers' performance is crucial for supply management in health facilities, especially those of high care complexity, such as cancer treatment. The purpose of this study was to analyze the contributions of the use of project management tools in the implementation of the Medicine Supplier Qualification Program (MSQP). A single case study was carried out at a national reference public institution for oncology. The implementation phase of the MSQP, until the feasibility analysis of improvement strategies, took place in 2022. To implement the program, the PMBOK® guide was used and the CEK model (Canvas-EAP-Kanban) was applied. Document analysis and participant observation were performed, and the data was interpreted using the explanation construction technique. The CEK model proved to be not very complex and feasible to implement, being considered adequate for this type of project. The effectiveness of the program pointed to the need to adapt work routines, which may require human and financial resources. As the continuous improvement of product and service quality is a commitment of health facilities, the implementation of MSQP should be stimulated in public health facilities in Brazil. The results of this study are relevant to filling the gap arising from the scarcity of studies on the implementation of the program in health institutions, thus contributing to academia and public service managers in the process of qualifying their suppliers.

Qualificar o desempenho dos fornecedores mostra-se crucial na gestão de suprimentos em instituições de saúde, principalmente nas de alta complexidade assistencial, como as de tratamento de câncer. O objetivo deste estudo foi analisar as contribuições do uso das ferramentas de gestão de projetos na implantação do Programa de Qualificação de Fornecedores de Medicamentos (PQFM). Para tanto, foi realizado um estudo de caso único em uma instituição pública de referência nacional em oncologia. A fase de implantação do PQFM, até a análise de viabilidade de estratégias de melhorias, ocorreu em 2022. Para sua execução, foram empregados os preceitos do guia PMBOK® e aplicado o modelo CEK (Canvas-EAP-Kanban). Foram realizadas análise documental e observação participante, e os dados foram interpretados pelo uso da técnica de construção de explicação. O modelo CEK mostrou-se pouco complexo e viável de ser executado, sendo considerado adequado para este tipo de projeto. A efetivação do programa apontou para necessidade de adaptação de rotinas de trabalho, podendo exigir recursos humanos e financeiros. Sendo a melhoria contínua da qualidade de produtos e serviços um compromisso das instituições de saúde, a implantação do PQFM deve ser estimulada nas instituições de saúde públicas do Brasil. Os resultados deste trabalho são relevantes para o preenchimento da lacuna proveniente da escassez de estudos sobre implantação do PQFM em instituições de saúde, contribuindo, assim, com a academia e com os gestores dos serviços públicos no processo de qualificação de seus fornecedores.
