Causes of delays in the conclusion of public works: a comparative analysis by bibliometric research and case study

and maintenance of the real estate. Given this, this study aimed to investigate the reasons for delays and additions in works contracted by Public Education Institutions. To investigate the main causes, a bibliographic review and a bibliometric study were carried out. Then, a case study was developed in a Higher Education Institution (IFES) to evaluate if the reasons for these additions are common to those identified in the bibliometric analysis. To this end, we analyzed thirty-five construction contracts, 83% of which had their deadlines extended. The main causes were: a lack of project compatibility; errors in quantity surveys and spreadsheets; unrealistic contract duration; and delay in finalizing prices for extra items. In the bibliometric analysis, it was observed that service additions due to spreadsheet errors appeared in 66% of the works analyzed; service additions due to project errors in 55% of the contracts; and project changes during the execution of the work that generated financial and deadline additions in 52% of the works. Thus, it can be observed that the main problems that generate additives detected in the bibliometry are similar to those detected in the case study. Through these results, we warn about the importance of training professionals and investing in means, such as the use of specialized project management software to minimize or eliminate the occurrence of these causes in public works.
