This dissertation presents as discussion the function of urban parks; it approaches the processes of planning, creation and appreciation by the government and the citizens. It is the result of a research based on a case study of Alvorada Park - Jorge Backes, in the city of Francisco Beltrão/PR. In its development, it is considered the structuring elements of planning, implantation, management, characteristics and environmental responsibilities, with approaches related to landscapes transformations. It registers aspects of the working class for free time, from the conception of the park s visitors, which look for this place to spend time with their family, friends and to take care of their health. About the potential of the Alvorada Park - Jorge Backes, it can be seen as a stronghold to environmental education, mainly due to the increasing necessity of creation, appreciation and proper management of urban parks, for being a public place and because of the elements that motivated its creation as set forth in the writing of the text.
