STRATEGIC MANAGEMENT OF THE INPUT CHAIN TO MITIGATE THE COVID-19 PANDEMIC: THE CASE OF IPATINGA/MG

Resumo: | In late 2019, the world discovered that a new virus was causing a new respiratory syndrome, whose starting point was the province of Wuhan, China. Because it is very transmissible, it was not possible to contain the epidemic that was soon classified as a pandemic by the World Health Organization. Every country on the globe was affected, millions lost their lives. At the end of 2020, the vaccine was discovered, but the whole world needed to manage a production chain of resources and inputs to fight the pandemic. Strategic management has become an indispensable tool for disease control. In view of this, this study proposes to analyze the relationship between the strategic management to combat the pandemic in the municipality of Ipatinga/MG, Brazil, and the chain of resources and inputs necessary for this. The research is based on descriptive and analytical, qualitative, documentary and bibliographic nature. The referenced data is of a secondary nature. The object of study is the relationship between the strategic management of the pandemic at the municipal level with the use of resources from the State and the Union, as well as the production chain of inputs, generated through the use of these resources, and how this chain was influenced by the strategy to combat the pandemic adopted in the municipality. After analyzing secondary data from the three levels of government, it was considered that there is a direct relationship between the strategic management of the fight against the pandemic and the effectiveness of the management of the chain of resources. |

Debido a que es muy transmisible, no fue posible contener la epidemia que pronto fue clasificada como pandemia por la Organización Mundial de la Salud. Todos los países del mundo se vieron afectados, millones perdieron la vida. A finales de 2020 se descubrió la vacuna, pero el mundo entero necesitaba gestionar una cadena de producción de recursos e insumos para combatir la pandemia. La gestión estratégica se ha convertido en una herramienta indispensable para el control de enfermedades. Frente a eso, este estudio se propone analizar la relación entre la gestión estratégica de combate a la pandemia en el municipio de Ipatinga/MG, Brasil, y la cadena de recursos e insumos necesarios para ello. La investigación tiene un carácter descriptivo y analítico, cualitativo, documental y bibliográfico. Los datos referenciados tienen carácter secundario. El objeto de estudio es la relación entre la gestión estratégica de la pandemia a nivel municipal con el uso de recursos del Estado y la Unión, así como la cadena productiva de insumos, generados a través del uso de estos recursos, y cómo esto cadena estuvo influenciada por la estrategia de combate a la pandemia adoptada en el municipio. Luego de analizar datos secundarios de los tres niveles de gobierno, se consideró que existe una relación directa entre la gestión estratégica de la lucha contra la pandemia y la efectividad de la gestión de la cadena de recursos.No final de 2019, o mundo descobriu que um novo vírus estava causando uma nova síndrome respiratória, cujo ponto inicial foi a província de Wuhan, China. Por ser muito transmissível, não se conseguiu conter a epidemia que logo foi classificada como pandemia pela Organização Mundial de Saúde. Todos os países do globo foram afetados, milhões perderam a vida. No final de 2020, a vacina foi descoberta, mas o mundo inteiro necessitou gerir uma cadeia produtiva de recursos e insumos para o combate à pandemia. A gestão estratégica tornou-se ferramenta indispensável para o controle da doença. Diante disso, esse estudo propõe analisar a relação entre a gestão estratégica de combate à pandemia no município de Ipatinga/MG, Brasil, e a da cadeia de recursos e insumos necessários para tanto. A pesquisa fundamenta-se como descritiva e de análise, de natureza qualitativa, documental e bibliográfica. Os dados referenciados são de natureza secundária. O objeto de estudo é a relação entre a condução estratégica da pandemia na esfera municipal com a utilização dos recursos provenientes do Estado e da União, bem como a cadeia produtiva de insumos, gerada através da utilização desses recursos, e como tal cadeia se influenciou pela estratégia de combate à pandemia adotada no município. Após análise de dados secundários dos três níveis de governo, considerou-se que há relação direta entre a gestão estratégica do combate à pandemia com a eficácia da gestão da cadeia de recursos.
