Performance of Non-Metropolitan Municipalities After the City Statute: Analysis of Social Management Systems for Land Valuation

Resumo: After two decades of implementation of the City Statute, established by Federal Law n. 10,257, of July 10, 2001, Brazilian municipalities had the opportunity to combat real estate speculation and the disorderly growth of cities. The application of instruments that make it possible to recover land value added value, combined with the expansion of civil society participation in the elaboration of the Municipal Master Plan, has been the subject of academic studies, called social management of land valuation. In this context, non-metropolitan municipalities have received increasing attention, as a population increase is observed in regional centers located in the interior of the country. This study consists of a bibliographic review that uses the search terms "Statute of the City", "Municipalities" and "Medium Cities", carried out in the Scielo, Web of Science and Scopus databases. The objective is to identify the specific characteristics and challenges related to the realization of the social function of property to the detriment of land valuation, through the analysis of studies published in periodicals on the performance of non-metropolitan municipalities.

La aplicación de instrumentos que permitan recuperar el valor agregado de la tierra, combinado con la ampliación de la participación de la sociedad civil en la elaboración del Plan Director Municipal, ha sido objeto de estudios académicos, denominados gestión social de la valoración de la tierra. En este contexto, los municipios no metropolitanos han recibido una creciente atención, ya que se observa un incremento poblacional en los centros regionales ubicados en el interior del país. Este estudio consiste en una revisión bibliográfica que utiliza los términos de búsqueda “Estatuto de la Ciudad”, “Municipios” y “Ciudades Medianas”, realizada en las bases de datos Scielo, Web of Science y Scopus. El objetivo es identificar las características específicas y los desafíos relacionados con la realización de la función social de la propiedad en detrimento de la valoración de la tierra, a través del análisis de estudios publicados en periódicos sobre el desempeño de los municipios no metropolitanos.Após duas décadas de implementação do Estatuto da Cidade, estabelecido pela Lei Federal n. 10.257, de 10 de julho de 2001, os municípios brasileiros tiveram a oportunidade de combater a especulação imobiliária e o crescimento desordenado das cidades. A aplicação de instrumentos que possibilitam a recuperação das mais-valias fundiárias, aliado à ampliação da participação da sociedade civil na elaboração do Plano Diretor Municipal, tem sido objeto de estudos acadêmicos, denominados de gestão social da valorização da terra. Nesse contexto, os municípios não-metropolitanos têm recebido crescente atenção, à medida que se observa um aumento populacional nos polos regionais localizados no interior do país. Este estudo consiste em uma revisão bibliográfica que utiliza os termos de pesquisa "Estatuto da Cidade", "Municípios" e "Cidades médias", realizada nos bancos de dados Scielo, Web of Science e Scopus. O objetivo é identificar as características e desafios específicos relacionados à efetivação da função social da propriedade em detrimento da valorização da terra, por meio da análise de estudos publicados em periódicos sobre a atuação dos municípios não-metropolitanos.
