Resumo: The objective is to analyze and reflect on the tobacco chain, mainly in the south, with the indirect influence of the Framework Convention and the policy of diversification of the areas planted with tobacco. The analysis is based on understanding the context of the municipality of Arroio do Tigre/RS, the main producer of tobacco Burley type, external influences on local production. The paper uses analytic frameworks, documents and secondary data for discussion and implication of activity in local and national context. The study allowed to distinguish different perceptions around the activity and its economic importance to farmers in the region. Finally, the interventions of the Framework Convention and the state over the sale and consumption of tobacco are directly affecting the productive activity.

En el documento se utiliza marcos analíticos, documentos y datos secundarios para el debate y la implicación de la actividad en el contexto local y nacional. El estudio permitió distinguir las diferentes percepciones en torno a la actividad y su importancia económica para los agricultores de la región. Por último, las intervenciones de la Convención Marco y el Estado sobre la venta y el consumo de tabaco están directamente afectan a la actividad productiva.O objetivo do trabalho é analisar e refletir sobre a cadeia produtiva do fumo, principalmente no sul do país, tendo como influência indireta a Convenção-Quadro e as políticas de diversificação das áreas cultivadas com tabaco. A análise baseia-se em compreender o contexto do município de Arroio do Tigre/RS, principal produtor de tabaco tipo Burley, diante das influências externas a produção local. O trabalho usa referenciais analíticos, documentos e dados secundários para discussão e implicância da atividade no contexto local e nacional. O estudo possibilitou distinguir diferentes percepções em torno da atividade e sua importância econômica para os agricultores da região.
