The Iguaçu National Park: between the politics of colonization of the region and the removal of residents

Resumo: The article analyze important elements of the urbanization process in Western Paraná, which in the 1930s was the object of a stimulus from the Brazilian government for the colonization of the region. The study shows that there was a housing policy promoted within the Iguaçu National Park between the years 1939 and 1980. It was only after the legal obligation of the management plan that the federal government, through INCRA, started to act effectively limiting the property in this area, causing the removal of several families who lived in the park.       It is inferred from this study that the laws prohibiting habitation in the park did not consider the practical and social effects of the colonizing stimuli in the region, especially those coming from the "March Westward", which was a State policy, implemented by the government of Getúlio Vargas, in the Estado Novo period. This created contradictions between the preservationist versus conservationist objectives of the Iguaçu National Park, resulting in a space of socio-spatial conflicts, produced in the sphere of public policies of fragmented and poorly implemented contours.

El estudio muestra que hubo una política habitacional promovida dentro del Parque Nacional de Iguaçu entre los años 1939 y 1980. Sólo después de la obligación legal del plan de gestión es que el gobierno federal, a través del INCRA comenzó a actuar de manera efectiva la limitación de la propiedad en esta área, causando la eliminación de varias familias que vivían en el parque.  Este estudio infiere que las leyes que prohibían la habitación en el parque no consideraron los efectos prácticos y sociales de los estímulos colonizadores en la región, especialmente los originados por la "Marcha hacia el Oeste", que fue una política de Estado implementada por el gobierno de Getúlio Vargas durante el período del Estado Novo. Esto creó contradicciones entre los objetivos preservacionistas y conservacionistas del Parque Nacional de Iguaçu, resultando en un espacio de conflictos socioespaciales, producidos en el ámbito de políticas públicas de contornos fragmentados y mal implementadas.O artigo analisa elementos importantes do processo de urbanização do Oeste do Paraná, que na década de 30 foi objeto de estímulos do governo brasileiro pela colonização da região. O estudo demonstra que houve uma política de habitação promovida dentro do Parque Nacional do Iguaçu entre os anos 1939 a 1980. Apenas após a obrigatoriedade legal de plano de manejo é que o governo federal, por meio do INCRA passou a atuar efetivamente limitando a propriedade nessa área, ocasionado a remoção de diversas famílias que moravam no parque.  Infere-se por esse estudo de que as leis que proíbem a habitação no parque não consideraram os efeitos práticos e sociais relativos aos estímulos colonizatórios da região, especialmente os oriundos da “Marcha para o Oeste”, o qual foi uma política de Estado, implementada pelo governo de Getúlio Vargas, no Estado Novo.
