THE BRAZILIAN ASSOCIATION OF NURSING AND PROFESSIONAL DEVELOPMENT COUNCIL IN BRAZIL

Resumo: The object of this research is the importance of the Brazilian Association of Nursing - ABEN in the creation of Council of Nursing in Brazil. The old Brazilian Association of Nurses Graduates - ABED, today is Brazilian Association of Nursing - ABEn was the institution which through its members and directors fought to promote and improve the profession especially in the management of nurse Zaira Cintra Vidal from 1943 until 1947, who appointed a group to prepare a draft in order to create the Council of Nursing to regulate the profession of nursing in Brasil. Many actions took effect until July 12, 1973 was sanctioned Law Nº 5905 which created the Council Federal Nursing in Brazil. This study aims to: describe the strategies adopted by the Brazilian Association of Nursing - ABEn for the creation of Council of Nursing, and highlight the value of professional nursing from the creation of the Federal Council of Nursing - COFEN and its Regionals - Corens. This is a study about social history, using the technique of search and document analysis as the main source of research documents. The access to documents have been through the archives of the Federal Council of Nursing and the Brazilian Association of Nursing. The bibliographies of secondary sources were referring to the History of Nursing, the history of Brazil and legislation with approximation to the object of study. The documents were analyzed and got the following results: The struggle waged by nurses of nursing leaders in Brazil, at the time, through ABEN gave fruit that now collect, because we have a supervisory and regulatory body of professional practice and the COFEN and Corens, we have a nursing who may require that you know your rights and obligations must comply. This study showed us the importance of the class of entities for the development of the profession.

A antiga Associação Brasileira de Enfermeiras Diplomadas - ABED, hoje Associação Brasileira de Enfermagem – ABEN, foi a instituição que através de seus associados e diretoria lutou para promover e melhorar a profissão em especial na gestão da enfermeira Zaira Cintra Vidal de 1943 até 1947, que designou um grupo de técnicos para elaborar um anteprojeto com a finalidade de criar o Conselho de Enfermagem, para regulamentar a profissão de enfermagem no Brasil.Vários movimentos foram efetivados até que em 12 de julho de 1973 foi sancionada a Lei n° 5.905 que criou o Conselho Federal de Enfermagem no Brasil. Este estudo tem como objetivos: descrever as estratégias adotadas pela Associação Brasileira de Enfermagem – ABEN para a criação dos Conselhos de Enfermagem, e destacar a valorização profissional da enfermagem a partir da criação do Conselho Federal de Enfermagem – COFEN, de seus Regionais – CORENs. Trata-se de um estudo de natureza histórico social, utilizando como técnica de pesquisa a análise documental e como principal fonte de pesquisa documentos escritos. Os acessos aos documentos foram através dos arquivos do Conselho Federal de Enfermagem, da Associação Brasileira de Enfermagem. As fontes secundárias utilizadas foram às bibliografias referentes à História da Enfermagem, a Histórias do Brasil e a Legislação com aproximação ao objeto do estudo. Os documentos foram analisados e chegamos aos seguintes resultados: A luta travada pelas enfermeiras líderes da enfermagem no Brasil, à época, através da ABEN, deram frutos que hoje colhemos, pois temos um órgão fiscalizador e regulamentador do exercício profissional o COFEN e CORENs , temos uma enfermagem que pode exigir seu direitos e sabe que deveres tem que cumprir.
