This paper discusses the process of institutionalization of metropolitan governance in the face of the transformations resulting from the Metropolis Statute (Law nº 13.089/2015) and its reflexes in the dynamics of regional development. The objective is to analyze the route of construction of institutional arrangements to the interfederative governance and the mechanisms for defining and executing public functions of common interest in the Metropolitan Region of Cariri (MR Cariri). It comes of an exploratory descriptive study, of qualitative character trait. The theoretical framework is based in the debate about metropolization, governance and public functions of common interest. The fieldwork includes the characterization of the common problems in MR Cariri, the systematic observation of the structuring the governance instances and the Integrated Urban Development Plan (IUDP), as well as the analysis of laws and documents produced by the Government of Ceará. The results show a recent institutionalization process, marked by normative advances and weaknesses related to political and management aspects. The fact that it is newly created facilitates the adequacy of MR Cariri to the guidelines of the Metropolis Statute and paves the way for building innovative arrangements for metropolitan management and governance. On the other hand, regulatory changes at the federal level, added to the change in the orientation of public policies at the state level and the low engagement of municipal entities, caused a cooling of the metropolitan debate over the last two years, expanding the difficulties to the consolidation of MR Cariri as an effective instrument of territorial development.
