Polycentrism and Intermunicipal Cooperation: a study in regions of low population density in the north of Rio Grande do Sul / Brazil

Resumo: The article discusses the concept of polycentrism and functional urban areas (FUAs) in regions with low population density of southern Brazil. It shows that, given the polysemy of the concept of Polycentrism, there are difficulties in visualizing the concept in action in the north of Rio Grande do Sul (RS), given the population reduction in its small centralities and the current productive restructuring of this urban network. The functional regions, in a normative character, however, are strengthened in the polar regional of Passo Fundo and Erechim / RS, like nodes of this urban network and polar of centripetal flows, outlined here on the commuting by work and study. It is urgent to understand the overcoming of public policies that are restricted to municipal political-administrative boundaries, in order to advance studies around dynamic boundaries, increasingly regional planning and more cooperative objectives. Given the situation of declining population, polycentric networks and municipal associations are proving to be good possibilities, as innovative and challenging sources of new governance.

Muestra que, dada la polisemia del concepto de Policentrismo, existen dificultades para visualizar el concepto en acción en el norte de Rio Grande do Sul (RS), dada la reducción de la población en sus pequeñas centralidades y la actual reestructuración productiva de esta red urbana. Sin embargo, las regiones funcionales, en un carácter normativo, se fortalecen en los centros regionales de Passo Fundo y Erechim/RS, como los nodos en esta red urbana y centros de flujos centrípetos, descritos aquí en los desplazamientos por trabajo y estudio. Es urgente comprender la superación de las políticas públicas que están restringidas a los límites político-administrativos municipales, a fin de avanzar en los estudios sobre límites dinámicos, una planificación cada vez más regional y objetivos más cooperativos. Dada la situación de disminución de la población, las redes policéntricas y las asociaciones municipales están demostrando ser buenas posibilidades, como fuentes innovadoras y desafiantes de una nueva gobernanza.O artigo debate o conceito de policentrismo e de áreas funcionais urbanas em regiões de baixa densidade demográfica do sul do Brasil. Evidencia que diante da polissemia do conceito de Policentrismo, há dificuldades em visualizar o conceito em ação no norte do Rio Grande do Sul (RS), dada a redução populacional nas suas pequenas centralidades e a reestruturação produtiva atual desta rede urbana. As regiões funcionais, em caráter normativo, no entanto, encontram-se fortalecidas nos polos regionais de Passo Fundo e de Erechim/RS, como nós desta rede urbana e polos de fluxos centrípetos, esboçado aqui na pendularidade por trabalho e estudo. É urgente entender a superação das políticas públicas que se restringem as delimitações político-administrativas municipais, de forma a avançar os estudos em torno de fronteiras dinâmicas, de planejamentos cada vez mais regionais e de objetivos mais cooperativos.
