Political Governance in the Paraguaçu River Basin Committee

Resumo: | This study is part of the results of the Territorial Governance research in Brazil: institutional specificities, spatial logic and development policies, in the states: Bahia, Minas Gerais and São Paulo. Its main objectives are to identify and analyze the political processes, of building hegemonic and counter-hegemonic socio-political agreements, in the Paraguaçu River Basin Committee. Questioning the existence and the conformations of the power networks in these Committees, based on the thought of the Italian philosopher Antônio Gramsci. The research took as a priority a qualitative approach, without, however, disregarding the quantitative data. The main sources used were: documents, interviews, observations at Committee meetings. Content analysis was used with categorization of expressions and situations that appeared in a more relevant way and that answered the questions contained in the research objectives. The study aimed at the Paraguaçu River Basin Committee, pointing out the following conclusive elements: presence of a dominant, hegemonic block, composed of water users; inexistence of a counter hegemonic bloc, capable of opposing the dominant bloc; presence of isolated forces (composed of representatives of civil society) and with a fragile articulation, managing at times to go to the political clash and dispute positions, but with timid victories. With the results of this study, it is possible to deepen the debate about the economic commitments and political pacts established between the State, civil society and users that set the tone for governance in the Paraguaçu River Basin Committee. |

Sus objetivos principales son identificar y analizar los procesos políticos, de construir acuerdos sociopolíticos hegemónicos y contrahegemónicos, en el Comité de la Cuenca del Río Paraguaçu. Cuestionar la existencia y las conformaciones de las redes de poder en estos Comités, a partir del pensamiento del filósofo italiano Antônio Gramsci. La investigación tomó como prioridad un enfoque cualitativo, sin dejar de lado los datos cuantitativos. Las principales fuentes utilizadas fueron: documentos, entrevistas y observaciones en las reuniones del Comité. El análisis de contenido se utilizó con la categorización de expresiones y situaciones que aparecieron de una manera más relevante y que respondieron las preguntas contenidas en los objetivos de la investigación. El estudio apuntó al Comité de la Cuenca del Río Paraguaçu, señalando los siguientes elementos concluyentes: presencia de un bloque hegemónico dominante, compuesto por usuarios de agua; inexistencia de un bloque hegemónico contrario, capaz de oponerse al bloque dominante; presencia de fuerzas aisladas (compuestas por representantes de la sociedad civil) y con una articulación frágil, logrando en ocasiones ir al choque político y disputar posiciones, pero con tímidas victorias. Con los resultados de este estudio, es posible profundizar el debate sobre los compromisos económicos y los pactos políticos establecidos entre el Estado, la sociedad civil y los usuarios que establecen el tono para la gobernanza en el Comité de la Cuenca del Río Paraguaçu.O presente estudo é parte dos resultados da pesquisa, em fase de finalização, Governança Territorial no Brasil: especificidades institucionais, lógicas espaciais e políticas de desenvolvimento, nos estados: Bahia, Minas Gerais e São Paulo. Tem como objetivos principais identificar e analisar os processos políticos, de construção de acordos sócio-políticos hegemônicos e contra hegemônicos, no Comitê da Bacia Hidrográfica do Rio Paraguaçu. Problematizando a existência e as conformações das redes de poder nesse Comitê, tomando como base o pensamento do filósofo italiano Antônio Gramsci. A pesquisa teve como prioridade uma abordagem qualitativa, sem, contudo desconsiderar os dados quantitativos. As principais fontes utilizadas foram: documentos, entrevistas, observações de reuniões do Comitê. Utilizou-se a análise de conteúdo com categorização de expressões e situações que apareceram de forma mais relevante e que respondiam as questões contidas nos objetivos da pesquisa. A estudo teve como objeto o Comitê da Bacia Hidrográfica do Rio Paraguaçu, apontando os seguintes elementos conclusivos: presença de um bloco dominante, composto pelos usuários da água; inexistência de um bloco contra hegemônico, capaz de se contrapor ao bloco dominante; presença de forças isoladas (composta por representantes da sociedade civil) e com uma frágil articulação, conseguindo em alguns momentos, ir para o embate político e disputa de posições, porém com tímidas vitórias.
